Approach 8 Option 2 — Community Participation Based Model Description: This model emphasizes the community's role in identifying the values and desired vision that will help the City plan for the future. It differs from the Council leadership model in that it places responsibility for developing the preliminary vision of the future with the community and it increases the variety of venues available for community input. It features a Community Strategic Planning Task Force appointed by the City Council and given the charge to define the City's preliminary vision through a community engagement process developed by the Task Force. The primary objectives of the Community Participation Model are to: • Place responsibility for development of the preliminary vision with a task force of community members • Create opportunities for community members to identify community values, critical long- term issues that will affect the City, and the City's desired future Setting the Stage- - Environmental Scan Conduct a 2 -3 hour session with the following participants: • Strategic Planning Task Force members • City Council • Staff Steering Committee Participants will receive materials in advance to prepare for the meeting. The agenda for this session would include: • Consultant and staff presentation on trends & survey results • Group process scanning the operating environment • Abbreviated SWOT analysis • Recap of major themes discussed at the session Major themes will be presented in the form of online polls to gauge what the community sees as those elements emerging from the environmental scan that are likely to have the most profound impact on the City. Polling results will be posted on the City's website. Preliminary Vision Development and Conduct a 4 -6 hour facilitated session for the Strategic Strategic Issue Planning Task Force, with the option to use audience participation technology, if requested.
