Approach <br />8 <br />Option 2 — Community Participation Based Model <br />Description: <br />This model emphasizes the community's role in <br />identifying the values and desired vision that will help <br />the City plan for the future. It differs from the Council <br />leadership model in that it places responsibility for <br />developing the preliminary vision of the future with the <br />community and it increases the variety of venues <br />available for community input. It features a Community <br />Strategic Planning Task Force appointed by the City <br />Council and given the charge to define the City's <br />preliminary vision through a community engagement <br />process developed by the Task Force. The primary <br />objectives of the Community Participation Model are <br />to: <br />• Place responsibility for development of the <br />preliminary vision with a task force of <br />community members <br />• Create opportunities for community members <br />to identify community values, critical long- <br />term issues that will affect the City, and the <br />City's desired future <br />Setting the Stage- - <br />Environmental Scan <br />Conduct a 2 -3 hour session with the following <br />participants: <br />• Strategic Planning Task Force members <br />• City Council <br />• Staff Steering Committee <br />Participants will receive materials in advance to <br />prepare for the meeting. <br />The agenda for this session would include: <br />• Consultant and staff presentation on trends & <br />survey results <br />• Group process scanning the operating <br />environment <br />• Abbreviated SWOT analysis <br />• Recap of major themes discussed at the session <br />Major themes will be presented in the form of online <br />polls to gauge what the community sees as those <br />elements emerging from the environmental scan that are <br />likely to have the most profound impact on the City. <br />Polling results will be posted on the City's website. <br />Preliminary Vision <br />Development and <br />Conduct a 4 -6 hour facilitated session for the Strategic <br />Strategic Issue <br />Planning Task Force, with the option to use audience <br />participation technology, if requested. <br />Lino Lakes, Minnesota.
