• <br />Phase 3 — Additional Restoration and Management Needs - Outlot D <br />Phase 3 includes recommendations for implementing an ecological restoration and management <br />plan for Outlot D (29.9 acres, primarily partially drained wetland). As previously mentioned, <br />additional resources will need to be identified and obtained by the City and /or the Homeowner's <br />Association to successfully implement the restoration and management tasks described for <br />Outlot D. This conceptual plan assumes that hydrologic restoration (such as impoundments, <br />flooding, water retention) of the wetlands within Outlot D will not be possible, due to the <br />jurisdictional ditch that is established and maintained within Outlot D. However, hydrologic <br />restoration of the wetlands in Outlot D will bring about optimal ecological (and pre - settlement) <br />conditions, and opportunities to restore the pre -ditch hydrology of these wetlands (completely, or <br />in part) should be investigate. <br />If hydrologic restoration of these wetlands is possible in the future, through a collaborative <br />approach between the Homeowner's Association, the City, the US Army Corps of Engineers, <br />and/or the Rice Creek Watershed District, the following recommendations and restoration <br />approach should be revised so as to incorporate restored wetland hydrology and wetter <br />conditions within the proposed restoration area(s) of Outlot D. Opportunities to apply for, <br />design, and establish a wetland mitigation bank should be pursued by project collaborators prior <br />to implementation of restoration and management prescriptions. Establishment of a wetland <br />mitigation bank will require additional detailed documentation of pre- restoration environmental <br />conditions and ecological quality to justify the award of new wetland credits and public value <br />credits following the successful implementation of restoration and management activities and <br />documentation of restoration response and success. Furthermore, establishment of a wetland <br />mitigation bank will require more detailed monitoring a reporting of annual <br />changes /improvements to wetland vegetation and habitat conditions. <br />Year One (January 1 through December 31) - Outlot D <br />Restoration and Management Tasks <br />• Prescribed burn plans will be written and burn permits will be acquired in the first quarter <br />of the first year; <br />• Prescribed burning plan will be implemented within the wetlands and upland islands of <br />Outlot D (29.9 Acres) in the early second quarter of year one (i.e. April and May), or the <br />fourth quarter of year one (i.e. October and November) if conditions in the spring are not <br />suitable to implement the prescribed burn; <br />• Reed canary grass will be chemically treated with Sethoxydim grass - specific herbicide <br />and/or Glyphosate herbicides in the early spring (late second quarter) or fall (third and <br />fourth quarters). Monotypes of reed canary grass will be treated with a boom sprayer <br />with Glyphosate herbicide. Small patches of reed canary grass will be chemically treated <br />with Sethoxydim grass- specific herbicides, to minimize impacts to associated native <br />sedges and forbs. Spot treatment of reed canary grass will be accomplished with a <br />backpack sprayer to limit/eliminate overspray; <br />• Cattail monotypes will be chemically treated with Glyphosate in the fall (third or fourth <br />quarters) of year one. <br />• Common buckthorn, glossy buckthorn, and Tartarian honeysuckle will be cut from <br />upland islands and the biomass removed from the site.
