Peak Hour Levels of Service <br />As indicated in Table 2 and Table 3, adequate level of service will be provided at all <br />intersections with the exception of the CSAH 14 /CSAH 23 intersection. <br />The CSAH 14 /CSAH 23 intersection is approaching capacity under existing PM traffic volumes <br />and is expected to experience level of service problems (i.e. excessive delay) during the PM peak <br />period under the 2011 No -Build volumes. This difficulty will increase with 2011 Build volumes. <br />During the AM peak period, this intersection is expected to approach capacity under 2011 No- <br />Build volumes, and experience level of service problems under 2011 Build volumes. <br />As part of this analysis, the peak hour traffic signal warrant requirements were reviewed for the <br />study scenarios. Based on the un- factored warrant requirements, 2006 Existing, 2011 No- Build, <br />and 2011 Build scenarios satisfy the peak hour volume warrant for the AM and PM peak hours. <br />With a signal in- place, this intersection will function at LOS C or better. <br />Traffic Operations Impacts for Lino Lakes Elementary School <br />The school has two existing full movement access points on CSAH 14. The western access is <br />signed for exiting movements only while the eastern access is used for both entering and exiting <br />movements. The site is currently signed for east to west flow through the drop -off lane and the <br />parking lot. <br />As shown in Figure 6, the recommended access plan includes closure of the western access and <br />the construction of a connection road to the proposed development roadway system. Under this <br />plan, all school traffic would still enter at the east access point.
