Planning & Zoning Board <br />December 11, 2013 <br />Page 3 <br />Applicant, Al Shober, , 7332 Stagecoach Trail, stated that he understands the <br />recommendations of the city. <br />Treff Friedman, 7324 Stagecoach Trail, asked for confirmation of the principal and <br />accessory side setbacks <br />Josh Clark, 524 Marshan Court, asked how power will be supplied to the property. He <br />was concerned about an exposed power feed on his lot and questioned if a transformer <br />would be located on his property for the new home. Staff agreed to look into the issue. <br />Mr. Hyden made a MOTION to close the Public Hearing. Motion was supported by Mr. <br />Nelson. Motion carried 6-0. (Tralle abstained.) <br />Mr. Nelson made a MOTION to recommend approval of the Variance, Preliminary Plat <br />and Final Plat for Marshan Meadows 2nd Addition, based on the following conditions of <br />approval: <br />1. All comments from the RCWD letter dated November 7, 2013 shall be addressed. <br />2. A Development Contract shall be drafted by the City, executed by the City and the <br />owner and recorded with Anoka County. <br />3. An up-to-date (within 3 months) title insurance commitment for the property being <br />subdivided shall be provided. <br />4. Prior to issuance of a building permit <br />a. The final plat and Development Contract shall be recorded with Anoka County. <br />b. A building permit shall be submitted and approved. <br />c. A grading and drainage plan shall be submitted to the City Engineer and Rice <br />Creek Watershed District for review and approval. <br />5. One (1) boulevard tree shall be required on Lot 2, Block 1. <br />6. Revisions to Plan Sheet PP- I -Cover Sheet <br />a. Zoning shall be revised from R-I to R-2, Two Family Residential District <br />b. Rear setback shall be revised from 30 feet to 25 feet. <br />7. Revisions to Plan Sheet PP-2-Resource Inventory/Certificate of Survey <br />a. Zoning shall be revised from R-1 to R-2, Two Family Residential District <br />b. Front and Rear setback shall be revised from 30 feet to 25 feet. <br />Revisions to Plan Sheet PP-3-Preliminary Plat <br />a. Zoning shall be revised from R-1 to R-2, Two Family Residential District <br />b. Rear setback shall be revised from 30 feet to 25 feet. <br />c. Impervious surface calculations shall be provided for existing conditions on Lot 1. <br />d. Impervious surface calculation shall be provided for proposed conditions on Lot <br />2. <br />e. Under Development Data, Density shall be revised from 0.52 lots/acre to 1.69 <br />units/acre. <br />f. The buildable area (square feet) of Lot 2, Block 1 shall be provided. (This is the <br />portion of a lot remaining after yards have been provided.) <br />9. Revisions to Plan Sheet PP-4-Final Grading Plan <br />DRAFT MINUTES <br />
