COUNCIL MINUTES <br />DRAFT <br />OCTOBER 23, 2006 <br />1 • Alter the elevations by removing the balconies and `balconettes' in favor of slider <br />2 windows. <br />3 • Add a third color to the palette <br />4 • A revised central element to address the condition of approval requiring such. <br />5 <br />6 Associate Planner Bengtson provided the staff analysis of the requested changes noting Hartford <br />7 Group Inc. has submitted revised elevations and revised architectural renderings of the elevation. <br />8 <br />9 Mr. Frank Jaynes, representative of Hartford Group Inc., came forward and outlined the reasons for <br />10 requesting the elimination of the balconies from the plan including budget constraints that may cause <br />11 the project to be eliminated completely. <br />12 <br />13 Mayor Bergeson moved to approve Resolution No. 06 -177, as presented. <br />14 <br />15 Motion failed due to lack of a second. <br />16 <br />17 Council Member Reinert moved to table Resolution No. 06 -177 to the November 13, 2006 City <br />18 Council meeting. Council Member O'Donnell seconded the motion. <br />19 <br />20 The Council suggested a discussion of what other options may be available to add to the design and <br />21 look of quality to the building in the absence of the balconies be held at the next Council work <br />22 session. <br />23 <br />24 After much discussion, Mayor Bergeson called for a short recess at 8:33 p.m. <br />25 <br />26 Mayor Bergeson reconvened the meeting at 8:50 p.m. <br />27 <br />28 Mayor Bergeson advised staff has requested delay of action on this item until the end of the meeting. <br />29 <br />a30 <br />31 Council Member Reinert, maker of the motion, agreed to delay action of this item. <br />32 Consider Resolution No. 06 -178, Accepting Quotes and Awarding Contract, 2006 Boulevard <br />33 Tree Planting, Marty Asleson — Community Development Director Grochala advised quotes for the <br />34 2006 Boulevard Tree Planting project were received and publicly opened on October 13, 2006. The <br />35 low bid was received from Midwest Landscapes in the amount of $12,611.00. The funding for <br />36 boulevard tree planting is provided by developer escrow funds. <br />37 <br />38 Council Member Carlson moved to approve Resolution No. 06 -178, as presented. Council Member <br />39 O'Donnell seconded the motion. Motion carried unanimously. <br />40 <br />41 Adopting Assessments, Jim Studenski <br />42 <br />43 Consideration of Resolution No. 06 -163, Adopting Special Assessments for Individual Utility <br />44 Connections — City Engineer Studenski stated staff has received requests from several property <br />45 owners to connect to City utilities.
