• <br />• <br />• <br />Main Street Village <br />page 9 <br />•Lot 2, Block 1, McDonald's: The proposed McDonald's building has face brick and <br />EIFS. The brick colors are brownish grey with red brown brick setting off the drive- through <br />window area. Modernized golden arch elements rest over west entrances and large windows <br />and on the taller "tower" feature. The majority of the building is 18' 3" high. The "tower" <br />element rises up to 21' 4" with an arch that rises another 2'. The restaurant building footprint <br />is 4590 sf with the trash area and cold storage connected to the south end of the building. <br />A drive through window is a permitted use in the GB zone. Plans show access to the door on <br />the north end of the building is past an outdoor seating area. The drive -throe • h lane is <br />immediately next to the door location and we will want to ensure there is an adequate barrier <br />for safety reasons. The P & Z decided in December that in its view the City should not <br />require Conditional Use Permits for the outdoor seating unless there is waiter /waitress service. <br />•Lot 1, Block 2, Kwik Trip With Car Wash: The building has red brick walls with tan <br />brick courses for visual variety. The metal peaks are green. The store is 21' high with 31' <br />peaks. The store has base- middle -top features in varying degrees on different walls. Earlier <br />submittals showed the car wash in a separate building, but the newest elevations have them <br />joined into one building. <br />A motor fuel station requires a CUP, which includes standards for the canopy. A car wash <br />also requires a CUP. These are discussed below. <br />*Lot 2, Block 2, Retail: The large retail building has 4" precolored block, rock face <br />block in two colors, and EIFS of several colors. It includes the base - middle -top design <br />elements. This building is 22' high with arched features several feet higher. <br />There is a drive - through window on the north elevation intended for a coffee shop. A drive <br />through window is a permitted use in a GB zone. <br />A patio behind this building shown on a previous plan has been removed. Our understanding <br />is that table seating for a coffee shop would be on the sidewalk on the east side. The P & Z <br />decided in December that in its view the City should not require Conditional Use Permits for <br />the outdoor seating for a coffee shop that does not include waiter /waitress service. <br />Signage: The City's sign ordinance requires a comprehensive sign plan for multi-user <br />buildings. We can require this for site plan reviews as well. We always require a <br />comprehensive sign plan for a commercial PUD, which typically includes multi-user <br />buildings as well as multiple buildings. Signage should be consistent and planned out in a <br />shopping center. <br />The comprehensive sign plan for the site includes signage specifications and sign drawings <br />that have been submitted on several documents. A number of elements have been amended to <br />eliminate inconsistencies with the City's sign ordinance There are only two outstanding <br />issues. One: a slight modification of the tall pylon sign for the gas station will make it <br />visually consistent with other ground signage —as called for in the project's signage <br />specifications by removing the peak on the top of the sign.
