Comprehensive Plan <br />Transportation Plan <br />The City Engineer sent a letter dated March 11, 2014 to Anoka County Highway <br />Department proposing that the construction of the right and left turn lanes on CSAH 54 at <br />Cedar Street be installed at the time the property to the north and east develops. The City <br />requests confirmation from the County regarding the request. <br />Alternative Urban Areawide Review (AUAR) <br />The project site is within the 2005 I-35E Corridor AUAR and is subject to the AUAR <br />mitigation plan. The proposed development is consistent with development Scenario 1 <br />for residential medium density and complies with the mitigation plan in regards to <br />wetlands, water use, erosion and sedimentation, surface water runoff, wastewater and <br />transportation. <br />Noise Study <br />Minnesota Rule 7030 states any municipality having authority to regulate land use shall <br />take all reasonable measures within its jurisdiction to prevent the establishment of land <br />use activities listed in noise area classification (NAC) 1,2, or 3 in any location where the <br />standards established in part 7030.004 will be violated. The AUAR requires developers to <br />follow all appropriate guidelines and policies related to traffic noise and noise mitigation. <br />A Traffic Noise Assessment dated April 25, 2014, prepared by David Braslau Associates, <br />Inc. was submitted. The following are excerpts from the 4.0 Summary of Findings: <br />Homes along I-35E <br />Predicted daytime sound levels at residential lots along Interstate 35E are below the <br />daytime standards and no mitigation is required. However, "nighttime" levels between 6 <br />and 7 am exceed the standards. <br />Homes along CSAH 54 <br />Predicted daytime sound levels at residential lots along CSAH 54 are just below the <br />daytime L10 standards and no mitigation is required. However, limited improvements to <br />the small berm along CSAH54 could provide a better margin for complying with the <br />standards. The"nighttime" levels between 6 and 7 am exceed the standards. <br />Proposed Park in Outlot D <br />Predicted daytime levels are in excess of the NAC-1 standards which govern designated <br />picnicking areas as well as residential land uses.
