Principle Objective <br />To educate and inform more thoroughly than ever before, relative to the question of embracing MN 429. <br />(It is important to note that education can happen without persuasion.) <br />In a recent letter to the editor in a local newspaper, a writer noted that, in past referendums on amending <br />the Charter, the citizens of Lino Lakes were "...not well informed on [the] issue..." Reflecting this insight, <br />our objective will be to educate every citizen on the issue to the extent our timing and resources allow. <br />Overarching Approaches <br />1. Ensure all citizens understand the thinking behind amending the Charter by saturating the media with <br />the issue at local, state, and national levels from all relevant angles. <br />2. Elevate the issue of amending the Charter to align it with the community- approved identity of Lino <br />Lakes being "A Community with Vision." <br />3. Bring the issue to life by showing people, through the use of multimedia, the impact the Charter in its <br />current state is having on the community. <br />4. Provide people with every opportunity to have their questions and concerns understood and addressed <br />through Q &A processes both passive and active. <br />5. Enable other city leaders and residents to represent the issue outside of the City Council and Mayor so <br />that we can ensure as many avenues as possible are being pursued in educating and informing citizens. <br />Phase One: Understanding <br />Accumulating knowledge and insight about the many facets of the City Charter, its benefits to the <br />community, its challenges to the City as it strives to be "A Community with Vision," and costs citizens may <br />be bearing by imposing restrictions on elected leaders' abilities to bring to life "A Community with Vision." <br />Develop Plan and Secure Approval: <br />• Critical focus on messaging <br />• Brainstorming meeting with council <br />• Continued discussions and insight development with community leaders and citizens <br />Processes include: continued research and discussions with community residents and City staffers; a <br />special brainstorming session with a subteam from City staff to assist in message development; preliminary <br />mapping of community networking points. <br />Deliverables include: Executive summary on insights and understanding — including an insight grid for <br />confirmation of insights, an executive summary on output from the brainstorming meeting. <br />Timing: 9/8 -9/15 <br />Hours: 20 <br />Estimate: $1,900 <br />
