Resolution No. 09 -09, Authorizing Preparation of Plans and Specifications,
2009 Sealcoat Project

City Engineer Studenski explained that in accordance with the City's Pavement Management
Plan each year the city engages in a street maintenance project. The project involves overlay that
consists of patching and overlay of bituminous product or sealcoating on certain city roadways as
a maintenance tool. Streets that would benefit from these maintenance procedures are selected
based on an analytical process. Staff is seeking approval to begin the project process by
preparing plans and specifications. Mr. Studenski further explained that there is a rating system
used for streets whereby streets in the best condition (ranked 70 to 100) are candidates for
sealcoating, those in not the best conditions (ranked 40-70) are candidates for overlay, while the
streets in the worst condition (0 — 40) are too far gone and putting money into maintenance
makes no economical sense.
