COUNCIL MINUTES July 13, 2009 <br />DRAFT <br />136 <br />137 Administrator Tesch reported that the ten -year lease between Centennial School District and the <br />138 city for space for their early childhood center is expiring. Staff has negotiated a two -year <br />139 extension to the lease, incbiding an amendment to include HVAC costs. Staff recommends <br />140 approval of the lease agreement <br />141 <br />142 Council Member Gallup moved to approve the agreement with Centennial School District as <br />143 presented. Council Member O'Donnell seconded the motion. Motion carried. <br />144 <br />145 PUBLIC SAFETY DEPARTMENT REPORT, DAVE PECCHIA <br />146 <br />147 There was no report from the Public Safety Department. <br />148 <br />149 PUBLIC SERVICES DEPARTMENT REPORT, RICK DEGARDNER <br />150 <br />151 There was no report from the Public Services Department. <br />152 <br />153 COMMUNITY DEVELOPMENT REPORT, MICHAEL GROCHALA <br />154 <br />155 6A. Consideration of Resolution No. 09 -45, Authorizing Preparation of Plans and <br />156 Specifications, 2009 Surface Water Management Project <br />157 <br />158 City Engineer Studenski reported that the city annually implements a surface water management <br />159 project to review twenty percent of the city's outfa1_ls, sediment basins, storm sewers and ponds <br />160 as a maintenance effort to comply with NPDES requirements and to ensure effectiveness. A map <br />161 showing the area's that have been completed was reviewed_ Staff is requesting that the council <br />162 authorize the preparation of plans and specifications for this year's project. <br />163 <br />164 Council Member Stoltz moved to approve Resolution No. 09-45 as presented. Council Member <br />165 Gallup seconded the motion. Motion carried. <br />166 <br />167 6B. Consideration of Resolution No. 09-47, Authorizing Preparation of Feasibility <br />168 Study, Pine Street Paving Improvement Project <br />169 <br />170 City Engineer Studenski explained that the resolution before the council authorizes preparation <br />171 of a feasibility study for the paving of Pine Street from Main Street to its western terminus. This <br />172 is a joint gravel road shared by the cities of Lino Lakes and Columbus. The council has received <br />173 a petition from residents and has determined there is interest to merit going forward with a <br />174 feasibility study. Cost, schedule and assessments would be laid out in study. This project would <br />175 be one- hundred percent assessed to residents. The city of Columbus has submitted a letter <br />176 indicating their cooperation and support and that they will be splitting the costs with the city. <br />177 There will be separate reports in respect of the differing improvement processes for the cities. <br />178 Staff is recommending approval of the resolution. <br />179 <br />180 A resident asked why there is no cost participation in the street work by the city, state or county <br />4 <br />_27_ <br />• <br />• <br />
