SPECIAL WORK SESSION July 13, 2009 <br />DRAFT <br />1 Proposed Charter Amendment — City Clerk Bartell distributed a letter received this day <br />2 from the Lino Lakes Charter Commission. The letter includes a proposed charter <br />3 amendment. Clerk Bartell explained that the proposed amendment is being presented <br />4 pursuant to Minnesota Statutes, Section 410.12, Subdivision 7, Amendment by Ordinance <br />5 and that state law lays out a process and time schedule on how such an amendment must <br />6 be considered. The letter had been forwarded to the city attorney upon receipt. <br />7 <br />8 Upon reviewing the schedule and noting that the council is required to publish a hearing <br />9 notice on the amendment within one month of receipt, the council decided that they will <br />10 discuss the amendment at their next regular full work session on August 3. They directed <br />11 staff to in epare a report and schedule explaining the process and also outlining costs <br />12 associated with the change called for by the amendment. <br />13 <br />14 Pine Street Improvement Project — City Engineer Studenski explained that the residents <br />15 are staying in touch, the city of Columbus has confirmed that they are on board, and staff <br />16 is keeping people up to date. At this point, he is comfortable that the residents are ready <br />17 for the feasibility study to move forward.
