COUNCIL MINUTES October 12, 2009 <br />DRAFT <br />• 91 Reinert seconded the motion. Motion carried. <br />92 <br />93 Council Member Stoltz moved to approve the second reading of Ordinance No. 07 -09 as <br />94 presented. Council Member O'Donnell seconded the motion. A roll call vote was taken. <br />95 Motion carried as follows: Yeas, 5; Nays none. <br />96 <br />97 ii.) Consider Resolution No. 09 -85 Summary Ordinance, Mary Alice Divine <br />98 Reading and roll call required <br />99 <br />100 Council Member O'Donnell moved to approve Resolution No. 09 -85 as presented. Council <br />101 Member Gallup seconded the motion. Motion carried. <br />102 <br />103 6B. MN Metro North Tourism <br />104 <br />105 i.) Consideration of Resolution No. 09 -86 Bylaws <br />106 <br />107 ii.) Consideration of Resolution No. 09 -87 Articles of Incorporation <br />108 <br />109 iii.) Consideration of Resolution No. 09 -88 Joint Powers Agreement <br />110 <br />111 Economic Development Coordinator Divine noted that there are three resolutions before the <br />•112 committee that would respectively approve the by -laws, the articles of incorporation and a joint <br />113 powers agreement relative to the establishment of the Minnesota Metro North Tourism <br />114 organization. The by -laws notably include the establishment of a board of directors on which <br />115 the City is entitled to one representative. Ms. Divine recommended that she can serve as the <br />116 representative until such time as the council is able to identify and appoint a community member <br />117 with expertise and interest in the area of tourism. <br />118 <br />119 Council Member Reinert moved to approve Resolutions No. 09 -88, 09 -87 and 09 -86 as <br />120 presented and with a direction that Mary Alice Divine will serve as the city's interim <br />121 representative to the board until a public process is commenced and a permanent representative <br />122 can be identified. Council Member O'Donnell seconded the motion. Motion carried. <br />123 <br />124 6C. 2009 Development and Individual Assessments <br />125 <br />126 i. Consideration of Resolution No. 09 -83, Adopting Assessments, 2009 <br />127 Developments <br />128 <br />129 City Engineer Studenski noted that one development project is being presented for adoption of <br />130 assessments related to that project. The staff report includes details on the assessments being <br />131 accepted by the property owner. <br />132 <br />133 Council Member Stoltz moved to approve Resolution No. 09 -83 as presented. Council Member <br />.134 Gallup seconded the motion. Motion carved. <br />135 <br />
