• <br />Environmental <br />Memo <br />To: Michael Grochala <br />From: Marty Asleson <br />CC: Jeff Smyser <br />Date: December 20, 2001 <br />Re: Environmental Board Recommendations /December 19, 2001 /Pheasant Hills <br />Preserve 12th Addition <br />The Environmental Board, at the Environmental Board Meeting of December 19, <br />2001, made the following comments and recommendation concerning the proposed <br />development of Pheasant Hills Preserve 12th Addition: <br />• The development proposal is in a Lake Protection Zone. <br />• The development proposal lies within a high ecological value zone, where no <br />development should occur according to the Lino Lakes Environmental Handbook <br />and the Shoreland Management Ordinance. <br />• The high ecological value zone in the Lino Lakes Environmental Management <br />Plan recommends a 200 -foot buffer in this area. <br />• The West End of the island is very sensitive to ground water contamination taking <br />hours to minutes for contaminants to reach the first layer of the aquifer. <br />• The storm pond on the West Side should be met with a high level of scrutiny. <br />Connie Grundhoffer made a motion to not recommend approval of the plan as <br />it is now presented. Teri O'Connell added that if the project moves forward, all <br />recommendations submitted by staff shall be followed, and that staff be <br />involved with Rice Creek Watershed District in dealing with future Storm Water <br />Management issues.
