ENVIRONMENTAL BOARD MEETING FEBRUARY 28, 2001 <br />Mr. Schmidt stated that affordable housing was important, defined as under $200,000. <br />He noted that four and a half acres were dedicated for a park and in 1996 the plat was <br />approved. <br />Asleson asked in light of the hydrologic findings, how much water was leaving the area. <br />Mr. Schmidt responded that the rate was the same with infiltration tubes. <br />Donlin submitted some engineers think that infiltration tubes will not work. Asleson <br />explained that they are working better in northern climates than southern climates. <br />Donlin asked why was plastic piping necessary, could rock be used instead. <br />Chair Lanyon mentioned the techniques used needed to have a good track record. <br />Asleson stated the Minnesota Pollution Control Agency controls the rates, but no one <br />looked at the volumes, and admitted there were problems with rain events. <br />Donlin indicated the concern for a healthy ecosystem, that plastic was; not conducive to <br />natural ecosystems. Conservation techniques did not have to be; more expensive. In the <br />past, high paid planners and developers came and spoke of a new:urbanisr i; with <br />clustering of houses. She cited the example of Clearwatereek that: started with the <br />"cookie cutter" approach, but Phase II looked better.
