ENVIRONMENTAL BOARD MEETING October 24, 2012 <br />DRAFT MINUTES 2 <br />Rice Creek Watershed District (RCWD) is allowing the developer an <br />exception to the rule regarding .5 <br /> <br />Mr. Asleson stated he recommends not having rock bottoms to ponds. However, <br />the developer must sign a maintenance agreement with the City and RCWD that <br />he would be responsible for the ponds and he would clean the out at his expense. <br /> <br />Mr. Asleson stated Great River Energy has a power line in the property easement. <br />He said they need to stay 35’ away from the power line. He suggested contacting <br />Great River Energy to see if they could possibly receive a waiver to be able to <br />move a tree in a little closer. <br /> <br />Mr. Asleson continued to review the landscape plan. He then proceeded to review <br />the attachments which are as follows: <br /> <br />1. New landscape zoning rules <br />2. RCWD Review <br />3. Site Plan <br />4. Grading Plan <br />5. ESC Plan Phase II <br />6. ESC Phase Details <br />7. Photometric Plan <br />8. Photometric Detail Plan II <br />9. Photometric Details <br />10. Tree and Groundcover Plan <br />11. Tree Preservation Plan <br /> <br />Mr. Michael Brandt from MFRA and Mr. Grant Rademacher, Developer, present <br />to answer questions on the proposed development plan for Bill’s Superette. <br /> <br />Mr. Brandt mentioned they have made a few changes to the plan. <br /> <br />There are now separator tanks for the fueling area. There will be one large <br />infiltration basin in front of the businesses. There will be no rock bottom in the <br />pond. The superette site will not be able to meet the RMP3 Rule requiring the <br />first ½ inch mitigation. There will be a swale installed on the east side of the <br />property to help meet this requirement. There are no wetlands or ditches on the <br />property. Mr. Grant is asking the City for support with variance request from the <br />RCWD. <br /> <br />Mr. Brandt stated if there are trees they can save, they will try to save them. They <br />will be seeding the pond with a native seed mix. It was mentioned that the tree <br />species mix should be changed up. With the swale, the trees planted will have to <br />tolerate more water. It was stated the Sugar Maples will not do well in a wet area.
