ENVIRONMENTAL BOARD MEETING October 24, 2012 <br />DRAFT MINUTES 3 <br />Several suggestions for substitute trees were made including Basswood, <br />Hackberry and Pin Oak. <br /> <br />Mr. Brandt stated they are preserving one water well on the site and possibly a <br />second well. <br /> <br />Ms. O’Dea questioned if there will be a car wash on the site. Mr. Brandt stated <br />there will not be. She stated the City is trying to encourage business recycling and <br />would like to encourage recycling at their location. Mr. Radamacher stated they <br />will certainly be willing to try. They have not had success with recycling at other <br />locations. However, they will not be opposed to recycling. <br /> <br />Ms. Bor mentioned she would like to understand the tree plan. It states there will <br />be twenty Ginkgo’s. Mr. Asleson stated they will tolerate almost anything. He <br />stated Swamp White Oaks would do well as well as Linden’s in wet areas. Ms. <br />Bor stated we want to insure there is diversity. Mr. Radamacher stated they will <br />take a look at the plan. <br /> <br />Ms. O’Dea questioned the number of parking spaces. It was stated there will be <br />102 total parking stalls. There are ghost parking spots in the plan if at some time <br />they would need to expand parking. <br /> <br />Ms. O’Dea stated there is a two story home behind the proposed development <br />area, and asked if the lighting plan/tree buffer would be effective. Mr. <br />Radamacher stated with the fence and plant material, there are to code. <br /> <br />Mr. Asleson stated they will use the MS4 maintenance plan. <br /> <br />There was a short discussion about leaving the store lights on 24 hours a day. It <br />was stated the superette is open 5:00 a.m. to 11:00 p.m. with 24 hour pay at the <br />pump. There will need to be lights on 24 hours a day. <br /> <br />The Environmental Board made a motion to recommend supporting Rice Creek <br />Watershed District’s (RCWD) decision for a variance, they support the swale and <br />new landscape design if acceptable to the City, they recommend the City’s <br />Stormwater Pollution Prevention Plan (SWPPP), the protection of trees and <br />species on the land acceptable to the City, the Crime Prevention True <br />Environmental Design (CPTED) and to connect with Great River Energy <br />regarding the easement. Mr. Heiskary moved to approve the motion of <br />recommendations, Ms. Bor seconded the recommendation. Recommendation <br />carried unanimously. <br /> <br />6. DISCUSSION ITEM <br /> <br />A.
