Planning & Zoning Board <br />August 14, 2002 <br />Page 16 <br />Staff stated prior to the commencement of any site work, the applicant will be required to <br />enter into a development agreement with the City and post all the necessary securities <br />required by it. <br />Staff indicated the applicant is requesting approval of a conditional use permit to allow an <br />accessory drive -thru facility. The proposed drive -thru lane is located on the east side of <br />the building and is configured to provide ample stacking space and minimize site <br />disruptions. It is estimated that stacking space exists for a minimum of eight vehicles. <br />In considering conditional use permit requests, the Ordinance states that the Planning and <br />Zoning Board shall recommend approval and the City Council shall order the issuance of <br />such permit only if it finds that such use at such loca 'on: <br />1.
