April 1999 <br />The Rice Creek Watershed District encompasses 201 square miles of Anoka, Hennepin, Ramsey, and <br />Washington Counties and was established by the Minnesota Water Resources Board on January 18, 1972. The <br />District boundary approximates the natural watershed area tributary to Rice Creek. Updated Rules and <br />Regulations were adopted by the Board of Managers on August 12, 1998. Additional policies of the District are <br />included in District's Watershed Management Plan. The general policies outlined in these documents conform <br />to those expressed in MS 103B and 103D. The District provides a legal and financial authority to regulate <br />activities which have the potential to affect the water resources of the District. <br />The District has adopted a permit program which requires property owners to obtain approval for the following <br />plans: <br />• Land Development (land subdivision) <br />• Final Site Drainage <br />• Rough Grading <br />• Appropriation of Public Water <br />• Bridge and/or Culvert Construction <br />• Wetland Alteration <br />• Shoreland Alteration <br />• Public and Private Drainage Systems <br />In addition, projects sponsored by governmental units must be reviewed by the Board of Managers. Preliminary <br />plans must be submitted for town, city, county, or other govemmental entity projects listed above and any road, <br />trail, or utility construction. Permits are generally required of the contractor hired to perform the work if the <br />govemment project will impact the water resources of the District. <br />The Board of Managers meets regularly on the fourth Wednesday of each month to act on permit applications. <br />Complete applications must be submitted twenty (20) calendar days prior to the meeting date for consideration <br />at the meeting. Applicants must present all of the items below prior to consideration by the Board: <br />o Completed permit application signed by the landowner (or contractor on govemment projects). <br />o All necessary maps, plans, specifications, and calculations in triplicate. Additional information may <br />be required by the District after the initial review. <br />o Permit fees per the fee schedule on page 4. <br />A refundable cash performance surety will also be required. <br />1 <br />
