• <br />Planning & Zoning Board <br />March 12, 2003 <br />DQ Grill & Chill Site Plan Review & CUP <br />safety concerns. Staff would recommend movement of the ordering Kiosk westerly to <br />accommodate additional stacking. <br />Additionally, it is recommended that the drive - through exit be extended slightly further <br />south, eliminating one parking space, to route existing traffic through the parking lot <br />more uniformly. <br />The applicant has agreed to make these changes. <br />Accessory drive - through facilities are subject to the following requirements: <br />1. The architectural appearance and functional plan of the building and site shall not be <br />so dissimilar to the existing buildings or area so as to cause impairment in property <br />values or constitute a blighting influence within a reasonable distance of the lot. <br />Comment: The Site and Building Plans are consistent with the approved Market <br />Place PDO. <br />2. At the boundaries of a residential use or district, a strip of not less than ten feet shall <br />be landscaped and screened in compliance with Section 2, Subd. 4.S. of this <br />Ordinance. <br />Comment: The site does not abut any residential districts. Landscaping will be <br />provided around the perimeter of the site in accordance with the approved Market <br />Place PDO Landscaping Plan. <br />3. Parking areas shall be screened from view of abutting residential districts in <br />compliance with Section 3, Subd. 4.S of this Ordinance. <br />Comment: The site does not abut any residential districts. <br />4. Parking areas and driveways shall be curbed with continuous curbs not less than six <br />inches high above the parking lot or driveway grade. <br />Comment: curbing complies with regulations. <br />5. Vehicular access points shall be limited, shall create a minimum of conflict with <br />through traffic movements, shall comply with Section 3, Subd. 5 of this Ordinance <br />and shall be subject to the approval of the City Engineer. <br />Comment: the site is accessed via a single entrance /exit driveway. Modifications to <br />the location of the ordering Kiosk and design of the exiting land, as noted above will <br />minimize vehicle conflicts. <br />• 6. The entire area shall have a drainage system which is subject to the approval of the <br />City Engineer. <br />
