• LAND USE PLAN <br />• <br />The Comprehensive Plan stresses the integration of commercial and medium <br />density residential land uses. <br />4. To reduce compatibility issues between medium and higher density residential <br />and low density residential, the City will formulate performance standards that <br />give attention to setbacks, density transitions, buffering and landscape <br />requirements that will guide future medium and high density residential <br />development. <br />5. The City will also establish development performance standards focusing on the <br />long range maintenance, appearance and conditions of the medium and high <br />density residential areas. Specific attention will be given to the following: <br />a. The City will require that medium and high density residential structures <br />have high quality, durable and low maintenance exterior wall treatment to <br />insure a long term attractive housing units. <br />b. The City will require a homeowner association be established within all <br />owner - occupied medium density and high density residential development <br />as a means for insuring site maintenance. The City will require that a <br />Homeowners Association be established with sufficient rules and financial <br />standards to insure long term maintenance of the development and <br />enforcement of its bylaws. <br />c. The City will promote through its development performance standards and <br />site plan review process, quality site design and amenities within medium <br />and high density residential areas including, but not limited to, open <br />space, recreational facilities, pedestrian ways, garages, etc. <br />d. The City will license medium and high density rental housing by unit. <br />COMMERCIAL <br />Historically, commercial land use development has been sparse within Lino Lakes, <br />consisting of scattered freestanding commercial sites throughout the City. The majority <br />of the City's commercially zoned land remains undeveloped providing an excellent <br />opportunity to define the type and quality of future commercial development the City <br />desires. The Proposed Land Use Plan builds on existing commercial zoned areas of <br />• the City and identifies new locations for future commercial growth. <br />COMPREHENSIVE PLAN UPDATE LINO LAKES <br />87 DEVELOPMENT FRAMEWORK <br />
