11. Fish, wildlife and ecologically sensitive resources <br />a. Identify fish and wildlife resources and habitats on or near the site and describe how they <br />would be affected by the project. Describe any measures to be taken to minimize or avoid <br />impacts. <br />Because the proposed development is in the vicinity of the Rice Creek Chain of Lakes Regional Park <br />Reserve, there is a variety of wildlife in proximity to the study area. However, according to the Wild <br />Urban Interface Study completed by the City of Lino Lakes, the immediate site is not identified as a <br />prime area for wildlife. Marshan Lake is located in the park and is approximately 0.15 miles east of <br />the proposed development site. Wetlands, woodlands, and grasslands provide habitat and cover for <br />many common species found in the area. <br />The proposed development will have the opportunity to minimize impacts to the adjacent park and <br />associated fish and wildlife. A conservation easement will be dedicated along the Anoka County Ditch <br />No. 10 to preserve the integrity of the drainage corridor. The development site will include openspace <br />and vegetative buffers between on -site wetlands to provide habitat for waterfowl, amphibians, reptiles, <br />and upland wildlife species. <br />The development will also incorporate storm water treatment best management practices (e.g. <br />detention ponds, infiltration basins, vegetated swales) to minimize water quality impacts to Anoka <br />County Ditch No. 10, which ultimately runs through the park. <br />b. Are any state - listed (endangered, threatened or special concern) species, rare plant <br />communities or other sensitive ecological resources such as native prairie habitat, colonial <br />waterbird nesting colonies or regionally rare plant communities on or near the site? X Yes <br />No <br />If yes, describe the resource and how it would be affected by the project. Indicate if a site survey <br />of the resources has been conducted and describe the results. If the DNR Natural Heritage and <br />Nongame Research program has been contacted give the correspondence reference number: <br />Describe measures to minimize or avoid adverse impacts. <br />A search of the Minnesota Department of Natural Resources, Minnesota Natural Heritage and <br />Nongame Research Program Database was recently completed (ERDB 20040011) and is attached in <br />Appendix A. In summary, the letter concludes that there are four known occurrences of rare species or <br />animal aggregation sites within the one -mile radius search site. The DNR requested that a botanical <br />survey of the project area be conducted. <br />The City of Lino Lakes is in the process of completing the requested survey work. <br />12. Physical impacts on water resources. Will the project involve the physical or hydrologic <br />alteration — dredging, filling, stream diversion, outfall structure, diking, and impoundment — <br />of any surface waters such as a lake, pond, wetland, stream or drainage ditch? X Yes _No <br />If yes, identify water resource affected and give the DNR Protected Waters Inventory number(s) <br />if the water resources affected are on the PWI: Describe alternatives considered and <br />proposed mitigation measures to minimize impacts. <br />An existing unnamed ditch that outlets to Anoka County Ditch No. 10 will be diverted into a proposed <br />storm sewer to accommodate site grading.
