The City's Capital Improvements Program (CEP) <br />identifies needed community facilities and equipment to serve the growing population of the City, <br />including future development of the proposed site. It is not anticipated that the proposed development <br />will create major service impacts within the Centennial School District. <br />29. Cumulative impacts. Minnesota Rule part 4410.1700, subpart 7, item B requires that the RGU <br />consider the "cumulative potential effects of related or anticipated future projects" when <br />determining the need for an environmental impact statement. Identify any past, present or <br />reasonably foreseeable future projects that may interact with the project described in this EAW <br />in such a way as to cause cumulative impacts. Describe the nature of the cumulative impacts and <br />summarize any other available information relevant to determining whether there is potential <br />for significant environmental effects due to cumulative impacts (or discuss each cumulative <br />impact under appropriate item(s) elsewhere on this form). <br />There are no related or anticipated future stages of this project, nor is the project a subsequent stage of <br />an earlier project. <br />Additional development and redevelopment of land in this area of Lino Lakes is anticipated. The City <br />is aware of a mixed use development (Legacy at Woods Edge) being proposed on a 65 -acre parcel of <br />land located northeast of the proposed Lakes Business Park. The proposed Lakes Business Park and <br />the Legacy at Woods Edge are mutually exclusive. In other words, neither are connected actions nor <br />phased actions. <br />Development is anticipated to continue in the Lino Lakes Marketplace Development (Super Target, <br />Kohl's, etc.), which is located in the northeast quadrant of I -35W and Lake Drive. An Environmental <br />Worksheet was prepared and reviewed for the development in 2001. <br />30. Other potential environmental impacts. If the project may cause any adverse environmental <br />impacts not addressed by items 1 to 28, identify and discuss them here, along with any proposed <br />mitigation. <br />None. <br />31. Summary of issues. Do not complete this section if the EAW is being done for EIS scoping; instead, <br />address relevant issues in the draft Scoping Decision document, which must accompany the EAW. <br />List any impacts and issues identified above that may require further investigation before the <br />project is begun. Discuss any alternatives or mitigative measures that have been or may be <br />considered for these impacts and issues, including those that have been or may be ordered-as <br />permit conditions. <br />The analysis conducted to address the preceding questions did not reveal any substantial impacts that <br />would require further investigation prior to proceeding with development of the site. The permits and <br />approvals listed in the response to Question #8 will be obtained at the appropriate times during the <br />project development process. <br />Wetlands <br />The proposed concept will be designed in a fashion as to avoid impacting any wetlands on the site. <br />Erosion/Sedimentation <br />Construction of the project will disturb more than 1 acre of land and therefore must obtain a National <br />Pollutant Discharge Elimination System (NPDES) permit. A storm water runoff and erosion control <br />plan will be prepared. The collection and treatment of runoff through BMP's such as grass swales, <br />temporary sediment basins, storm water detention ponds, silt fencing, and vegetative filter/buffer strips <br />will be utilized to avoid and minimize potential erosion impacts that may result during construction <br />activities. <br />Lakes Business Park EAW — July 21, 2003 22 <br />Lino Lakes, MN <br />
