• <br />• <br />Section 3, Subd 5 (o) (2) states that "within off - street parking facilities for commercial <br />uses of fifty (50) or more stalls, irrigated landscaped islands or peninsulas or rain gardens <br />shall be provided at a rate of one hundred (100) square feet per twenty -five (25) surface <br />stalls or fraction thereof." The Landscaping Plan presented to the City shows two small <br />landscaped islands. Additional islands will need to be provided. All islands within the <br />parking lots should be landscaped and of sufficient width to accommodate such <br />landscaping. The Developer should work with Staff to refine the Landscaping Plan <br />in accordance with Lino Lakes landscaping requirements. <br />Traffic and Access <br />As proposed, access to the site would come from 21st Avenue South and Cedar Street. <br />Cedar Street is an existing gravel road and 21st Avenue does not currently exist. The City <br />originally prepared a Feasibility Study in conjunction with utility extension to construct <br />21st Avenue, from Main Street to Cedar Street, in 1998; however, the street was not <br />constructed. The City is currently advertising for bids to construct 21St Avenue from Main <br />Street to a point approximately 600 feet south to serve existing businesses. As part of the <br />project, the Developer is proposing to construct to city standards both Cedar Street and <br />21st Avenue. Both roads in the vicinity of the Sportatorium will be constructed to <br />City standards sufficient to meet the anticipated traffic on those roads. Since half of <br />the proposed right -of -way lies within the City of Centerville, a Joint Powers <br />Agreement will be required between the two cities. <br />Traffic coming from the northwest would likely come through Centerville on CSAH 14 <br />(Main Street) to 20th Avenue or 21st Avenue. From the west, traffic would likely come <br />on Birch Street east to 20th Avenue or 21st Avenue. Traffic from out of town would most <br />likely travel on 35E to CSAH 14 and south to the facility. However, there is no indication <br />of the volume of traffic or peaks expected to be generated by the facility. It is not clear <br />from the information presented whether there would be games or just practices. Normal <br />traffic for this kind of facility would generally be off -peak, during evening hours and <br />weekends. However, if the facility will host games or tournaments, traffic can be <br />significant in the evening or on weekends. A traffic analysis should be performed to <br />indicate the impact of the facility on local streets. (See Attachment 2). <br />Concern has been raised by residents living on the south side of Cedar Street, east of the <br />proposed 21st Avenue intersection regarding the primary access to the site coming from <br />Cedar Street. While staff does not recommend eliminating the Cedar Street access <br />there are several reasons to provide a secondary access to the site from 21st Avenue. <br />They are as follows: <br />1. Access from 21st will reduce traffic and need for left turns on the eastern <br />segment of Cedar Street. <br />2. Secondary access would relieve congestion with people trying to leave the <br />facility after practices, games or events. <br />12701 -002 <br />
