• <br />• <br />11 The architectural appearance of the buildings and the site shall not be so <br />dissimilar from buildings or the area as to constitute a blighting influence. <br />Since the proposed structures are surrounded by commercial or <br />industrial land use designations, the structure as proposed will <br />complement surrounding uses and not be a blighting influence. <br />2,1 All buildings shall provide for enclosed trash receptacle area with exterior <br />wall treatments similar to the principal building, in the rear of the building, in <br />an accessible location and fully screened from view of adjacent properties. <br />From the information presented, the trash area appears to match the exterior of <br />the principal building and will be mostly screened from adjacent properties. <br />However, the trash area is adjacent to a public street. It also does not appear to <br />be accessible to trash haulers that will have to somehow turn around either <br />before or after picking up the trash. Excluding the exits from the repair bays <br />of the automobile repair shop and the employee parking behind the retail <br />space, a trash truck would have only 24 feet in which to turn around, which <br />would require many turning movements. In addition, retailers on the east <br />end of the establishment may not find it convenient to carry waste or <br />cardboard 240 feet to the other end of the lot. The Developers should <br />move the trash area to the southeast side of the lot and consider how to <br />provide easier access to the trash area for haulers. All walls surrounding <br />the trash receptacles must be at least six (6) feet in height. The Plans as <br />presented do not indicate the height. <br />3) Since the intent of the business is auto repair, painting should not be part of <br />the operations of the garage. If it is considered, all painting must be conducted <br />in an approved paint booth. <br />4) Odor emissions shall be in compliance with MPCA standards, Minnesota <br />regulations APC. <br />5) All flammable materials shall conform to the applicable provisions of the <br />Minnesota Uniform Fire Code. <br />6) All outside storage is prohibited, except the storage of vehicles waiting for <br />repair. <br />Accessory Buildings <br />No accessory buildings are proposed on the site. <br />Lighting <br />The Plans include a Lighting Plan along with examples of the types of light fixtures that <br />would be used for the project. In general, the Lighting Plan meets City Ordinances, <br />except three readings exceed maximum intensities allowed. The Developer should work <br />with City staff to assure compliance with lighting requirements. <br />12701 -001 <br />
