• Noises <br />• <br />Noises emanating from any use shall be in compliance with and regulated by the <br />MPCA, Minnesota Regulations MPC 7030, as amended, and City code. <br />Waste Material <br />Any waste material resulting from any use must be disposed of in a manner <br />approved by the Minnesota State Fire Marshal, the MPCA, the Department of <br />Natural Resources, and the Zoning Administrator. <br />Landscaping <br />The Lino Lakes Zoning Ordinance requires that parking areas of six (6) or more spaces <br />shall be landscaped on all sides, that for sites with 50 or more stalls, irrigated landscaped <br />islands or peninsulas or rain gardens shall be provided at a rate of 100 square feet per 25 <br />surface stalls, and that no landscaping or screening shall interfere with drive or pedestrian <br />visibility. A Landscape Plan was presented as part of the overall Plan. The Environmental <br />Review Board reviewed the Plans on July 30, 2003 (See Attachment 1). The Landscape <br />Plan shows 20 larger shade trees and 10 additional smaller trees. The Plan also shows a <br />number of smaller plants including asters, daylilies, hostas, rose and junipers. All sodded <br />areas are irrigated. The Landscape Plan meets the requirements of the City's Zoning <br />Ordinance. <br />Off Street Parking <br />The requirements for off - street parking prescribe one off - street parking space for each <br />200 feet of retail space. The proposal includes approximately 12,580 square feet of retail <br />space, which would result in the need for 63 off - street parking spaces. For auto repair <br />establishments, two spaces per serving bay are required, which results in the need for <br />6 spaces (3 bays x 2 spaces). Together, the building will require 69 off -street parking <br />spaces. The Developer is proposing 70 spaces including three ADA accessible spaces. <br />There could be conflicts associated with the parking spaces on the northeast side of the <br />parking lot. Incoming cars going southeast through the lot may encounter vehicles <br />backing out of the three northeast parking stalls. Incoming vehicles should be directed to <br />the west of the lot to avoid conflicts. The Proposal meets the requirements of the <br />ordinance. <br />Driveway Access <br />The Zoning Ordinance states that driveways onto arterials and major collectors are <br />prohibited where alternative street access is available. The Comprehensive Plan does not <br />distinguish Lilac Drive as a major collector. For the purposes of this analysis, then, <br />access shall be allowed onto Lilac Street. <br />12701 -001 <br />
