• <br />The Zoning Ordinance requires that curb cuts shall not be located less than 30 feet from <br />the intersection of two (2) or more local or minor street rights -of -way. It further states <br />that curb cut/driveway access shall not be located less than 40 feet from one another. <br />Curb cuts shall be a minimum of five (5) feet from the side yard property line. <br />The proposed curb cut in this development enters approximately 100 feet east of Apollo <br />Drive. Without information on the property to the east, it has not been determined <br />whether the driveway meets the 40 foot requirement. The curb cut/driveway as proposed <br />will be approximately 20 feet from the east lot line, which meets the City's standard. <br />Aside from proximity to another curb cut to the east, the proposal meets the <br />requirements of the Ordinance for curb cuts, provided the City designates Lilac <br />Drive as a minor collector. <br />Off Street Loading <br />Section 3, Subd. 6. G. states that any structure that requires the receipt or distribution of <br />materials or merchandise by trucks or similar vehicles, off - street loading space shall be <br />provided. The proposed development includes a substantial amount of space devoted to <br />retail, but it is not apparent that loading areas are designed in. Presumably, they would be <br />in the back, but it appears parking is allotted in back. Loading areas must be designated <br />and included in the design. <br />Design Considerations <br />Analysis of the Site Plan shows that the Developers are attempting to place the maximum <br />amount of development including parking on this space. The roadway on the west side of <br />the auto repair building is narrow, especially given the fact that customers will be driving <br />their vehicles out from the west bay and making a wide arc right turn to leave the <br />premises. At the same time the distance between the southwest corner of the building and <br />the proposed trash receptacle area is about 22 feet. There are many opportunities for <br />accidents in this area. The trash receptacle should be moved to the southeast corner of the <br />site. <br />The back (south) accessway is only 20 feet wide, which will not provide much distance <br />for garbage trucks or delivery vehicles to turn around. Twenty -four feet will not give <br />those trucks much room to maneuver, and will create conflicts with either patrons or <br />employees using the back parking spots. The Developers should either shorten the <br />building and provide a one -way circular access road around the site, or consider widening <br />the service road in back. Additional design consideration should be addressed on the west <br />and south sides of the proposed structure for internal traffic circulation. <br />Utilities <br />• See Engineers report, Attachment 2. <br />12701 -001 <br />
