• <br />• <br />Stormwater <br />See Engineers report, Attachment 2. <br />Other Issues <br />On the east side of the property, the boundary between the subject property and the <br />neighboring property is disputed. The applicant has designed the proposed facility within <br />the more conservative line. The two neighbors are addressing this issue. The issue does <br />not affect the issues in this review. <br />Findings <br />1. That the uses as proposed are consistent with the zoning of the area, and the auto <br />repair facility is a conditional use in the General Business District. <br />2. - The building as proposed meets the setback requirements of the General Business <br />District. <br />3. The project meets the City's requirements for minimum lot width. <br />4. The structure as proposed is within the height limitations of the District. <br />5. The Proposal as shown meets the requirements of the ordinance for impervious <br />surface. <br />6. The Developer should provide a color sketch of the structure to assure earth tones <br />and contrasting colors. <br />7. Since the proposed structures are surrounded by commercial or industrial land use <br />designations, the structure as proposed will complement surrounding land uses <br />and not be a blighting influence. <br />8. The trash area should be moved to the southeast and adequately screened. The <br />Developers should work with City staff to provide better circulation and easier <br />access for trash trucks and delivery trucks in the rear of the structure. <br />9. The Developer should work with City staff to assure compliance with lighting <br />requirements. <br />10. Noises emanating from the structures must be in compliance with and regulated <br />by the MPCA, Minnesota Regulations MPC 7030, as amended, and City Code. <br />11. Any waste material resulting from any use must be disposed of in a manner <br />approved by the Minnesota State Fire Marshall, the MPCA, the Department of <br />Natural Resources, and the Zoning Administrator. <br />12. The Landscaping Plan meets the requirements of the City's Zoning Ordinance. <br />13. The proposal meets the requirements of the Zoning Ordinance for off - street <br />parking. <br />14. Aside from proximity to another curb cut to the east, the proposal meets the <br />requirements of the ordinance for curb cuts, provided the City designates Lilac <br />Drive as a minor collector. <br />15. Loading areas must be designated and included in the design. <br />12701 -001 <br />
