The dedication of an additional 10 -feet of right of way will be required for future reconstruction <br />purposes. At this time, it is not proposed to construct a right turn lane into the property. However, <br />increases in future traffic volumes and safety concerns may warrant such a requirement from the <br />County in the future, and will be the responsibility of the property owner to construct if required by <br />the County. <br />2. Currently there are three driveways to CSAH 23 from the property. A single access to CSAH 23 <br />opposite 79th Street is proposed, and is acceptable to the County. The applicant shall be aware, that <br />pending any future improvements to CSAH 23, a raised median or limiting of full access to the <br />driveway may eventually become a possibility. <br />3. Sight corner visibilities shall be maintained per City and County requirements. No plantings, berms, <br />business signs, or other features may be installed within the right of way, and that any such features <br />installed outside of the right of way must not compromise safe visibility. The site landscape plan shall <br />consider this issue accordingly. <br />4. At the time of the County's review (September 22, 2003), a grading and erosion control plan had not <br />yet been submitted. The County will require a grading and erosion control plan for review along with <br />drainage calculations. <br />5. A permit from Anoka County will be required for any and all work within the County right of way. <br />Provisions for restoration, traffic control, and safety as required by the County shall be incorporated <br />into the plans. <br />Site Plan <br />The following comments regarding the site plan are offered as follows: <br />1. As previously stated, the three existing access points into the property from CSAH 23 have been <br />combined into a single access point, which improves overall traffic safety with regards to the County <br />Roadway and is viewed favorably by Anoka County. However, the access point must line up directly <br />with 79th Street on the opposite side of the roadway. <br />2. Proposed improvement features should be labeled accordingly, including concrete curb and gutter, <br />detention areas, and construction notes as applicable. Construction related items such as standard <br />construction details can be provided on a separate detail sheet. This would include pavement <br />thicknesses, and references to MnDot, County, and City standard plates details as required. <br />3. The building's main floor and lowest floor elevations must be provided. The lowest building opening <br />must be a minimum of 1 -foot higher than the emergency overflow elevation. Basement floor <br />elevations must be at least 4 -feet above the normal water elevation and 2 -feet above the design flood <br />level. <br />• <br />
