It is recommended that an additional 10 -feet of right of way along Lois Lane be dedicated. Lois Lane <br />will likely be subject to future improvements that would include the installation of concrete curb and <br />gutter. Set -back distance requirements for the parking area and building from the newly dedicated <br />right of way limits shall be further verified. <br />5. A north arrow and bar scale must be provided on the plan. <br />Grading Plan <br />The grading plan provides a general overall plan of how the site is proposed to be graded. However, the <br />plans will ultimately require further detail for construction purposes and will eventually require the <br />following: <br />1. Standard details for specific design items such as erosion and sedimentation control measures, outlet <br />and manhole details, seeding and turf restoration, importing of material as may be needed, and <br />provisions for private utilities (Gopher State One - Call), must be included. Standard details per City <br />of Lino Lakes standards may be provided on a separate detail sheet. <br />2. The site grading plan provides for a system of collection and detention areas prior to discharging into <br />an existing storm sewer that runs parallel to Lake Drive and under the east edge of the pavement. <br />The size and ownership of the pipe (City or County) should be verified. <br />3. Drainage calculations have been submitted and are currently being reviewed. <br />4. The site and grading plans propose the construction of detention basins within the CSAH 23 right of <br />way, which is unacceptable. The right of way (and additional 10 feet of dedication required by the <br />County) must be reserved for future roadway improvements, trails, and provide space for the <br />installation of utilities (public and private as needed). The overall site drainage design plan must be <br />re- reviewed. Other portions of the property must be utilized for detention, and/or other methods <br />explored such as infiltration basins that may be feasible. This may also affect the landscape plan <br />design as proposed. <br />5. Erosion Control measures (silt fencing) are shown on the plan accordingly. <br />6. Any imported topsoil, fill material, or granular materials to be used as roadway or building pad fill <br />must be approved by the City Engineer (material and source). <br />7. Any notes regarding clearing of trees should be revised to include language stating that clearing and <br />grubbing shall be performed in accordance with the requirements of the City of Lino Lakes and <br />Mn/DOT 2101. <br />8. Notes regarding seeding, mulching and turf establishment should refer to the appropriate Mn/DOT <br />• Specification for turf establishment (2575) and for the seed mixture.
