Eagle Brook Church <br />• page 3 <br />• <br />exists with the existing residential driveway. In addition, it would allow the traffic control <br />personnel to help the resident onto the road during church events. (Traffic control personnel <br />should be required during services and large events.) <br />Another alternative exists to creating a new driveway location. If the church driveway is <br />constructed at the originally proposed location, the house could use that driveway with a shared <br />access easement between the two properties. This would avoid creating a new conflict point (the <br />house driveway already exists.) City staff typically avoid shared driveways on other residential <br />parcels since they tend to create situations that function as flag lots. <br />The church will dedicate additional right of way to Anoka County for 20th Ave. (CSAH 21) to <br />total 60 feet from the centerline along the entire property being platted. <br />Conservation Easement: The church is proposing a conservation easement in the southwest <br />corner of the property. The final size and boundaries of the easement is under consideration by <br />the church. It would involve restoring part of the area to a native prairie as well as attempts to <br />eliminate invasive species in the wooded wetland areas. The easement likely will be granted to <br />the Rice Creek Watershed District. <br />As noted, the church has not determined the final dimensions of the conservation easement. At <br />any rate, it should include the round wetland and a 25' buffer around it. (Information submitted <br />December 3rd has not been reviewed for this report.) <br />Wastewater System: The proposed wastewater treatment system includes a tank, a <br />pretreatment step, and a mound soil treatment system (drainfield). With the pretreatment, the <br />proposed system exceeds the requirements of the state and the county. (Lino Lakes does not <br />have its own septic system requirements: the City is therefore required to adhere to the Anoka <br />County regulations.) With the pretreatment, effluent from the proposed system will be better <br />than the standard septic system utilized by others in the area. <br />Because of the distance between the building and the tank, the pipe must be insulated to prevent <br />freezing. The pretreatment element area and the mound should be protected from snowmobiles <br />and ATVs with a fence. We can add these as conditions of approval. <br />RLK Memo On the Traffic Study: Residents submitted a memo from RLK Kuusisto, <br />Ltd., which discusses the 2002 traffic study included in the Environmental Assessment <br />Worksheet. The memo raises three issues: <br />One, the 2002 study analyzed the Sunday peak period. The addition of services on <br />Saturday may result in additional negative traffic impacts and should be studied. <br />Two, though the study recommends the use of traffic control personnel, this mitigation <br />strategy will not bring the level of service at the studied intersection into compliance with <br />the CUP standards. <br />
