• <br />• <br />Eagle Brook Church <br />page 5 <br />As noted in the City Engineer's memo, full hydraulic calculations have not been submitted to the <br />city yet. Once they are submitted, the City Engineer will review the calculations to ensure that <br />the project will not alter the existing flow capacity. <br />Effect of the Impervious Surface On the County Ditch: The county ditch will be re- <br />aligned. The drainage design does not route runoff from the new impervious surface into the <br />county ditch. Runoff from the parking, building, etc., will flow through a series of facilities into <br />a stormwater pond, then into the wetland downstream from where the ditch discharges into the <br />wetland. The church project will not increase flow in the county ditch. <br />Neither will the church project decrease flow through the ditch. The ditch flow rate must remain <br />the same after the project as before. Both the Rice Creek Watershed District and the City review <br />the drainage design to ensure it meets this requirement. <br />Additional Landscaping, Berms, Screening: One of the conditions for a CUP for a <br />church is that "adequate screening from abutting residential uses and landscaping is provided in <br />compliance with Section 3, Subd. 4.Q." of the zoning ordinance. That city requirement for <br />screening reads as follows: <br />Screening. Where any business or industrial use (i.e., structure, parking or storage) abuts <br />property zoned for residential use, that business or industry shall provide screening along <br />the boundary of the residential property. Screening shall also be provided where a <br />business or industry is across the street from a residential zone, but not on that side of a <br />business or industry considered to be the front (as determined by the Zoning <br />Administrator). All the fencing and screening specifically required by this Ordinance <br />shall be subject to Section 3, Subd. 4.Q. and shall consist of either a fence or a green belt <br />planting strip as provided for below: <br />A green belt planting strip shall consist of vegetation and plants and shall be of <br />sufficient width and density to provide an effective visual screen. This planting strip <br />shall be designed to provide eighty (80) percent opacity to a minimum height of six <br />(6) feet at time of planting. Earth mounding or berms may be used but shall not be <br />used to achieve more than three (3) feet of the required screen. In such cases when <br />planting strips are used in conjunction with berms designed to support plant growth, <br />plant height may be reduced accordingly such that an eighty (80) percent visual <br />screen of not less than six (6) feet in height is maintained. The planting plan and type <br />of plantings shall require the approval of the City Council. <br />Screening along the road should be considered, and should be more extensive than previously <br />proposed. However, the front of the site is along the road. The southwest portion of the site is <br />heavily wooded and this provides screening for property to the southwest. The new lot being <br />created provides a buffer ranging from 200 to 350 feet in width. There are screening trees on the <br />north of the existing house. Landscaping should focus on areas where no screening trees exist <br />now. <br />
