Eagle Brook Church <br />page 7 <br />6. Additional right of way shall be dedicated to Anoka County for 20th Ave. (CSAH 21), as <br />indicated on the plans. A deed for this right of way shall be filed prior to building penult <br />issuance. <br />7. All necessary permits shall be obtained by the applicant from Anoka County for work in the <br />20th Ave. (CSAH 21) right of way. <br />8. Signage is governed by the City's sign ordinance and permits are required for all signs. <br />9. Additional screening shall be added on a revised landscaping plan. <br />10. Drainage and utility easements must be created over all ponds and wetlands. These must <br />include land 25' from the delineated wetland edge, as proposed on the plans.. <br />11. Easements must be placed over the relocated drain tile for Co. Ditch 72 and deeded to the <br />Rice Creek Watershed District. <br />12. Issues listed in the November 5th and December 4th memos by the City Engineer must be <br />resolved to his satisfaction. <br />13. Any existing wells or onsite septic system for the house that exists on the site must be located <br />and properly abandoned. <br />14. Stop signs shall be installed for vehicles exiting both driveways. The signs shall not be in the <br />right of way. <br />15. The church shall enter into a site performance agreement prior to issuance of a building <br />pen nit. <br />16. The church shall enter into a maintenance agreement for the stormwater facilities. <br />17. A management plan for the prairie areas should be prepared. <br />18. Traffic control personnel shall be employed during peak periods at the I -35E interchange, at <br />the 20th Ave. and Main St. intersection, and at the access driveways to the site. <br />19. During church services and large events, the northern driveway shall be entry only and the <br />south driveway shall be exit only. Traffic control personnel shall be present at the driveways <br />to assure this. <br />20. Parking lot lighting shall be turned off no later than two hours after services or other events <br />at night. <br />21. The terms and dimensions of the conservation easement must be established. <br />22. The sewer line from the building line to the septic tanks must be insulated to prevent <br />freezing. <br />23. A fence or other barrier shall be built to protect the septic system treatment areas. <br />RECOMMENDATION <br />Continue the public hearing on the CUP and preliminary plat to the January 14, 2004 meeting. <br />Discussion of the preliminary plat in this report is based on the preliminary plat dated October <br />10, 2003, and a revised plat received December 3, 2003. <br />• <br />
