Eagle Brook Church page 7 6. Additional right of way shall be dedicated to Anoka County for 20th Ave. (CSAH 21), as indicated on the plans. A deed for this right of way shall be filed prior to building penult issuance. 7. All necessary permits shall be obtained by the applicant from Anoka County for work in the 20th Ave. (CSAH 21) right of way. 8. Signage is governed by the City's sign ordinance and permits are required for all signs. 9. Additional screening shall be added on a revised landscaping plan. 10. Drainage and utility easements must be created over all ponds and wetlands. These must include land 25' from the delineated wetland edge, as proposed on the plans.. 11. Easements must be placed over the relocated drain tile for Co. Ditch 72 and deeded to the Rice Creek Watershed District. 12. Issues listed in the November 5th and December 4th memos by the City Engineer must be resolved to his satisfaction. 13. Any existing wells or onsite septic system for the house that exists on the site must be located and properly abandoned. 14. Stop signs shall be installed for vehicles exiting both driveways. The signs shall not be in the right of way. 15. The church shall enter into a site performance agreement prior to issuance of a building pen nit. 16. The church shall enter into a maintenance agreement for the stormwater facilities. 17. A management plan for the prairie areas should be prepared. 18. Traffic control personnel shall be employed during peak periods at the I -35E interchange, at the 20th Ave. and Main St. intersection, and at the access driveways to the site. 19. During church services and large events, the northern driveway shall be entry only and the south driveway shall be exit only. Traffic control personnel shall be present at the driveways to assure this. 20. Parking lot lighting shall be turned off no later than two hours after services or other events at night. 21. The terms and dimensions of the conservation easement must be established. 22. The sewer line from the building line to the septic tanks must be insulated to prevent freezing. 23. A fence or other barrier shall be built to protect the septic system treatment areas. RECOMMENDATION Continue the public hearing on the CUP and preliminary plat to the January 14, 2004 meeting. Discussion of the preliminary plat in this report is based on the preliminary plat dated October 10, 2003, and a revised plat received December 3, 2003. •
