• <br />Eagle Brook Church Review Page 4 November 5, 2003 <br />City of Lino Lakes, Minnesota <br />south end of the property appears to connect with the County Ditch 72 system, but the grading plan is not <br />entirely clear. <br />There is no filling and/or impact to existing wetlands or flood plain proposed. Existing woodlands and <br />buffer areas adjacent to Peltier Lake are proposed to be left naturally as is. <br />The site grading plan also proposes to incorporate effective use of stormwater retention and infiltration <br />methods to control runoff, provide stormwater treatment, and enhance groundwater infiltration in accordance <br />with RCWD requirements. Bioretention areas in the proposed parking lots and rain gardens are proposed in <br />the design to assist in meeting RCWD requirements for rate control and stormwater treatment. Further <br />construction details must be provided in the plans._ In addition, it is recommended that groundwater levels at <br />proposed infiltration basin locations be verified to assure the effectiveness of infiltration at those locations. <br />Phosphorus discharge from the site will be reduced from the existing site condition, based on the phosphorus <br />load modeling provided by the engineer. The change of the property from agricultural use alone will assist <br />in reducing phosphorus discharge levels from the site. Additional comments received regarding phosphorus <br />are being reviewed. <br />A permit in accordance with the requirements of the NPDES (National Pollution Discharge Elimination <br />System) in accordance with the most recently adopted requirements of the MPCA and the City of Lino Lakes <br />shall be attained by the church, and shall be administered as required. <br />Wastewater Treatment <br />In accordance with the City's Comprehensive Plan, the church is located in an area designated as rural, and <br />the extension of sanitary sewer into this area is not anticipated in the immediate future. An on -site treatment <br />system is therefore necessary, and shall be subject to the review and approval of Anoka County and the <br />Minnesota Pollution Control Agency (MPCA). Existing septic systems must be removed and/or abandoned <br />in accordance with local and state requirements. <br />An on -site wastewater treatment system is proposed, based on the Onsite Wastewater Treatment System <br />Final Design Report and Specifications for Eagle Brook Church, dated October 8, 2003, by Eco Systems <br />Engineering, Inc. The following comments are provided: <br />1. The treatment system proposed exceeds requirements. However, the system submitted for approval <br />is considered a Performance (non - standard) system. According to Minnesota Rules 7080, the City of <br />Lino Lakes, Anoka County, or appropriate permitting authority must adopt Minnesota Rule <br />7080.0179 in order for performance systems to be allowed. It should be verified that the appropriate <br />agency or authority has adopted this rule. <br />2. The proposed system consists of a standard set of septic tanks, an intermediate pretreatment unit, and <br />a final soil disposal system. The system would be a standard system if it did not have the <br />intermediate pretreatment. <br />
