For a performance system the following items are also required for submittal: <br />1. Estimated costs for construction, operation, monitoring, service, component replacement, and <br />management. <br />2. Anticipated system life. <br />3. Hydraulic and organic loading rates to all components of the system. <br />The Church or the design engineer must submit the required information, and verify that Performance <br />systems are allowed. In addition, the Church will be responsible for the long term maintenance and upkeep <br />of the on -site treatment system. <br />Water Supply <br />In accordance with the City's Comprehensive Plan, the church is located in an area designated as rural, and <br />the extension of water into this area is not anticipated in the immediate future. An on -site new well is <br />therefore necessary, and shall be subject to the review and approval of the Minnesota Department of Natural <br />Resources (DNR). The DNR has stated that if appropriated water exceeds 10,000 gallons per day or one <br />million gallons a year, a DNR permit will be required. Under the development as proposed, estimated water <br />usage is proposed to be 2800 gallons per day with a peak usage (large events), of 4200 gallons per day. The <br />DNR has also recommended the use of lake water to meet irrigation needs. It is likely that a deep aquifer <br />such as the Prairie du Chien/Jordan would be utilized, and any impacts to wells on neighboring properties <br />would be unlikely. <br />Further details regarding the water supply distribution system will be required upon submittal of final <br />construction plans, including design considerations for fire protection and adherence to local and State <br />regulations as required. <br />Plan Comments <br />Full size and 11X17 -size Application for Conditional Use permit plan sets (14 sheets) dated October 13, <br />2003 have been provided. As previously stated, these plans suffice for preliminary review at this time but <br />are considered incomplete for construction purposes. Following are some preliminary review comments: <br />Site Plan <br />As previously stated, at least some improvements to County Road 21 will be needed at the church site per the <br />requirements of Hennepin County. The required improvements (turn lanes, widening, etc.) to County Road <br />21 are not shown adequately. The church has been in contact with Anoka County to establish appropriate <br />access points on 20th Avenue North (County Road 21), and necessary improvements (widening and tum <br />lanes). The plan must also show the proposed turn lanes, lengths, and other improvements as required by <br />Anoka County. A construction plan must also eventually be provided that includes specific design details, <br />
