Circle -Lex VFW Post 6583 Page 2 January 8, 2004 <br />City of Lino Lakes, Minnesota <br />1. The proposed 2.25 acre site development shall be subject to the requirements of NPDES (National <br />Pollution Discharge Elimination System) as most recently adopted by the Minnesota Pollution Control <br />Agency (MPCA) and the City of Lino Lakes. Because the site is less than 2.5 acres, a review and <br />approval of the Rice Creek Watershed District (RCWD) will not be required. <br />2. Because the property is adjacent to Lake Drive (County Road 23), the plan will require the review and <br />approval of Anoka County. The County has provided review comments in a letter to the City dated <br />September 22, 2003. Because the site plan has been revised since then, it is recommended that the <br />County again review the proposed plans and provide comment. A summary of the County's comments <br />from the September 22, 2003 letter is as follows: <br />• The dedication of an additional 10 feet of right -of -way will be required for future reconstruction <br />purposes. At this time, it is not proposed to construct a right tum lane into the property. However, <br />increases in future traffic volumes and safety concerns may warrant such a requirement from the <br />County in the future, and will be the responsibility of the property owner to construct if required by <br />the County. <br />• Currently, there are three driveways to CSAH 23 from the property. A single access to CSAH 23 <br />opposite 79th Street is proposed, and is acceptable to the County. The Applicant shall be aware, that <br />pending any future improvements to CSAH 23, a raised median or limiting of full access to the <br />driveway may eventually become a possibility. <br />Sight comer visibilities shall be maintained per City and County requirements. No plantings, berms, <br />business signs, or other features may be installed within the right -of -way, and that any such features <br />installed outside of the right -of -way must not compromise safe visibility. The site Landscape Plan <br />shall consider this issue accordingly. <br />At the time of the County's review (September 22, 2003), a Grading and Erosion Control Plan had <br />not yet been submitted. The County will require a Grading and Erosion Control Plan for review along <br />with drainage calculations. <br />• A permit from Anoka County will be required for any and all work within the County right -of -way. <br />Provisions for restoration, traffic control, and safety as required by the County shall be incorporated <br />into the Plans. <br />Site Plan(Sheet A1.1) <br />The following comments regarding the Site Plan are offered as follows: <br />1. As previously stated, the three existing access points into the property from CSAH 23 have been <br />combined into a single access point. This improves overall traffic safety with regards to the County <br />Roadway and is viewed favorably by Anoka County. However, the access point must line up directly <br />with 79th Street on the opposite side of the roadway. <br />
