Right of way lines on the plans (for both Lake Drive and Lois Lane) must be identified at all <br />locations as existing or proposed. The applicant must dedicate all additional right of way as <br />proposed. <br />3. Proposed improvement features should be labeled accordingly, including concrete curb and gutter <br />and parking area pavement. The type of concrete curb and gutter and pavement section design is not <br />specified on any of the plan sheets. Radius dimensions for the driveway entrances should also be <br />provided. Construction related items such as standard construction details may be provided on a <br />separate detail sheet as needed. This would include pavement thicknesses, and references to <br />Mn/DOT, County, and City standard plates and details as needed. <br />4. The building's main finished floor elevation has been provided as 909.8. The lowest building opening <br />must be a minimum of 1 -foot higher than the emergency overflow elevation. At this time, it is not <br />clear from the plans submitted if there will be a basement or lower level. Any basement floor <br />elevations must be at least 4 -feet above the normal water elevation and 2 -feet above the design flood <br />level. <br />5. In addition to additional right of way dedication required by the County along Lake Drive, it is <br />recommended that a 10 -foot drainage and utility easement be dedicated around the perimeter of the <br />property, with the exception of the northeast portion where the easement must expand to include the <br />pond and detention area. A variance will be required to meet set -back distance requirements for the <br />parking area and building from the newly dedicated right -of -way limits. <br />6. A north arrow and bar scale must be provided on the Plan. <br />7. The proposed ponding area is essentially squeezed or "shoe- horned" into a narrow space between the <br />parking lot and the adjacent property. This does cause some concerns with regards to possible <br />encroachment into neighboring properties, and an immediate drop behind the curbing of the parking <br />lot. Because there is no space on the property for the deposit of snow removal, it is conceivable that <br />the pond may be filled with snow in winter, and may cause concern with regards to snowmelt and/or <br />late winter and spring rainfalls. The deposit of snow in this area is therefore highly discouraged. <br />Proper long term maintenance of the pond must also be assured. In addition, it is recommended that <br />the 6 -foot privacy (wood fence) be extended along the entire east and north sides of the property to <br />protect and prevent encroachment and/or grading into the neighboring properties. The fence must be <br />placed on the applicant's side of the property line in accordance with the requirements of the City of <br />Lino Lakes. <br />8. An existing building and other structures must be removed to provide for the new construction. All <br />existing fixtures shall be removed in accordance with the requirements of the City of Lino Lakes and <br />the State of Minnesota, including foundations and any other underground fixtures that may exist such <br />as storage tanks or other. In the event there are environmental issues such as contaminated soil <br />and/or materials or other removal issues, the applicant shall be responsible for complying with all <br />environmental requirements of the City, County, and State as applicable. This also includes the <br />abandoning and capping of wells and removal of septic systems as may be applicable. <br />
