Circle -Lex VFW Post 6583 Page 4 January 8, 2004 <br />City of Lino Lakes, Minnesota <br />Grading Plan(Sheet Gi) <br />Comments with regards to the Grading Plan are as follows: <br />1. General construction notes referring to NPDES requirements, City requirements, seeding and turf <br />restoration, importing of material as may be needed, and provisions for private utilities (Gopher State <br />One -Call) must be included. <br />2. The site Grading Plan provides for a system of collection and detention areas prior to discharging into <br />an existing storm sewer that runs parallel to Lake Drive and under the east edge of the pavement. The <br />size and ownership of the pipe (City or County) should be verified and identified accordingly on the <br />plan. <br />3. Revised drainage calculations are currently under review. However, the following additional <br />comments can be offered at this time: <br />a. As of September 4, 2003, the MPCA requires a Storm Water Pollution Prevention Plan <br />(SWPP) as part of the NPDES construction permit submittal. A copy of this Plan must be <br />forwarded to the City when applying for the permit. <br />b. A 10 -foot wide 10:1 bench is typically required at the normal water level for stormwater <br />ponds. <br />4. Erosion control measures (silt fencing) are shown on the Plan accordingly. <br />5. Any imported topsoil, fill material, or granular materials to be used as roadway or building pad fill <br />must be approved by the City Engineer (material and source). <br />6. Notes regarding clearing of trees shall be provided and include language stating that clearing and <br />grubbing shall be performed in accordance with the requirements of the City of Lino Lakes and <br />Mn/DOT 2101. <br />7. Notes regarding seeding, mulching and turf establishment shall be provided and refer to the <br />appropriate Mn/DOT Specification for turf establishment (2575) and for the seed mixture. The City <br />of Lino Lakes has a specific seed specification for ponding areas that shall be incorporated into the <br />plans (Grading and Landscape plans). All boulevards shall be provided with four- inches of topsoil <br />and seed or sod as approved by the City. <br />8. All grading shall be confined to the property. No additional runoff from the site shall enter upon <br />neighboring properties. This may be of particular concern along the east side of the property adjacent <br />to the proposed building. If grading requires any work into adjoining property, the Contractor shall <br />be responsible for attaining authorization as needed. An existing retaining wall is located at the east <br />
