Final action on the EAW, by the City <br />Council is scheduled for February 9, 2004. <br />Existing Land Uses <br />The southerly end of the site is developed with the Lino Lakes City Hall complex that includes <br />the City Hall offices, police station, and an early childhood learning center. <br />Two existing businesses are located along the west side of the site. The Lino Lakes State Bank <br />and Fairview Clinic have frontage along Lake Drive (CSAH 23), but receive access on Village <br />Drive, which is a backage road connected to Town Center Parkway. <br />The northern portion of the site is currently occupied by Arctic Sandblasting Company and one <br />single - family residence and is bound by I -35W on the north, the Rice Creek Chain of Lakes <br />Regional Park on the east and CSAH 23 on the west. This privately held business has been in <br />operation since 1975. The commercial business consists of several structures, service roads, and <br />includes a large semi- tractor trailer storage area. Access to the business is along a service road <br />that intersects with Lake Drive north of Fairview Clinic near the I -35W access ramp. Both the <br />business and existing single - family residence will be removed as part of the development project. <br />Adjacent Land Uses <br />The southern property line for the proposed development is bordered by the Rice Creek Chain of <br />Lakes Regional Park and a small residential development consisting of seven single - family <br />dwellings. The eastern property line is bordered by the Rice Creek Chain of Lakes Regional <br />Park. Land uses on the west side of Lake Drive include an Amoco service station, limited <br />residential development, and undeveloped property that is currently zoned for commercial <br />development. The northern side of the project area is separated from existing commercial and <br />industrial uses by I -35W. <br />Comprehensive Plan <br />The City's 2001 Comprehensive Plan guides the property for Mixed Use Development. The <br />plan specifically states the following: <br />"The southeast quadrant of the I- 35W/Lake Drive interchange represents the Lino Lakes Village <br />area. The Village is intended to integrate a mixture of commercial, medium and high density <br />residential and public land uses in an attractive and cohesive design." The plan is intended to <br />emphasize the following objectives <br />1. A 65 -acre complex of buildings in a controlled setting. <br />2. An integrated mix of uses that responds to residents' needs. <br />3. A gathering place that creates a sense of community, civic identity and pride. <br />• 4. A place that defines the unique character of the community. <br />5. An economic development initiative to increase the value of the commercial tax base. <br />6.
