•
•
Planning & Zoning Board
Legacy at Woods Edge
December 10, 2003
pleasing commercial buildings.
The plan provides for a residential density of between 10 and 24 units per acre within mixed use
districts.
The proposed mix of residential and commercial, civic, and recreational uses are consistent with
the Comprehensive Plan and the Village Master Plan.
Zoning
The property is currently zoned LB, Limited Business District. The City's Zoning Ordinance
provides for mixed -use development through the use of the Planned Unit Development process.
Additionally, The eastern and southern portions of the site are located within the designated
shoreland zoning districts for George Watch Lake and Marshan Lake. The Shoreland District
extends 1,000 feet from the Ordinary High Water Level (OHWL) of public waters.
Growth Management Ordinance
The City adopted Ordinance No. 01 -03, creating a Growth Management Policy in January of
2003. Section 2, Subdivision 16 of the Ordinance specifically exempts the "Village" area from
the provisions of the policy.
Design & Development Standards
The Design and Development Standards are proposed as the regulating zoning standards for the
Legacy at Woods Edge development. The standards establish the use, site layout, site amenity
and architectural control guidelines for the Planned Unit Development.
The Development Standards were prepared by Calthorpe Associates as part of the "Village"
Master Plan process completed in 2000. Staff has revised the standards to reflect the proposed
Legacy at Woods Edge project. The majority of changes relate specifically to Chapter 4
Residential District Standards, due to the elimination of single family residences within this area.
Additionally, Chapter 3.8 Project Identity & Signage, and Chapter 5, Public Improvement
Standards have been removed. Signage requirements will need to be completed and approved
before final plan/final plat approval and incorporated into the standards. The public
improvement section was removed because the City is designing all public improvements.
Master Site Plan
The Master Site Plan and its associated Site Development Summary provides the framework
from which development will need to conform to. The plan referred to as the "Regulating Plan"
within the development standards specifies the essential physical features for the development
including:
Streets
4
