• <br />Planning & Zoning Board <br />Legacy at Woods Edge <br />December 10, 2003 <br />commissioned a study, which is nearing completion. The results of the study shall be <br />incorporated into an economic feasibility study that will be required for review by the City prior <br />to Final Plan/Plat approval. <br />Shoreland Requirements <br />The Rice Creek Chain of Lakes Regional Park boundary separates the project area from the <br />OHWL of George Watch Lake and Marshan Lake by approximately 800 -feet and 250 -feet, <br />respectively. Given the distance separation and forested nature of the regional park property, no <br />visual impact to the public water bodies is anticipated. Additionally, there will be no disturbance <br />of Shore Impact Zones. <br />Both George Watch Lake and Marshan Lake are classified as Natural Environment Lakes. <br />Impervious surface coverage of lots within the Shoreland District of a Natural Environment Lake <br />cannot exceed 60% for commercial/industrial development and 35% for multi - family residential. <br />The proposed impervious surface coverage within the Marshan Lake Shoreland District is <br />classified as commercial development and has been calculated to be approximately 43% of the <br />total area within the Shoreland District boundary. No impervious surfaces are proposed within <br />the designated Shoreland District of George Watch Lake. <br />The height of structures within the Shoreland Districts shall be limited to thirty -six feet. <br />• Preliminary Plat <br />The preliminary plat, as submitted, proposes 13 lots, including the Civic Complex and future <br />YMCA parcels and 3 outlots. There are no specific lot size standards provided for within the <br />Design Standards. The lot sizes proposed conform to the building arrangements set forth in the <br />Master Site Plan. <br />Street Right -of -Way <br />Adequate street right -of -way is provided for in the plat consistent with the Master Site Plan. <br />However, additional right -of -way to accommodate the realignment the northbound I -35W ramp <br />on Lot 1, Block 2 will need to be incorporated into the plat. <br />Access Control <br />Access control, dedicated to Anoka County, should be shown on the plat for those portions <br />adjacent to Lake Drive. Access Control, dedicated to the Mn/DOT should be shown on the plat <br />for those portions adjacent to I -35W. <br />Drainage and Utility Easements <br />• Drainage and utility easements will be required. Typically, drainage and utility easements at <br />least 10 feet wide are required along exterior lot lines and centered on interior lot lines. <br />11 <br />
