Planning & Zoning Board <br />Legacy at Woods Edge <br />December 10, 2003 <br />However, due to the nature of the development, in consideration of build to lines, these types of <br />easements are not practical. <br />Easements will be required around the 100 year flood elevation for all wetlands and stormwater <br />drainage basins. Additionally easements will be required centered on all stormwater and utility <br />lines not located within public right -of -way. The width and locations of such easements have <br />been determined by the City's Consulting Engineer and are being incorporated into the <br />preliminary plat. <br />Ingress and Egress easements, by separate instrument, will also be required to provide for shared <br />parking throughout the development. <br />Park Dedication <br />The proposed Outlot A should be shown as Park and dedicated to the City. Preservation of <br />natural environment areas is included as part of the Design Standards. Outlot C is identified as <br />the primary preservation area. Anoka County parks, as part of the EAW comments, requested <br />that this portion of the project be held under public ownership. If not dedicated as park, a <br />conservation easement should be placed over the parcel. <br />Existing Easements of Record <br />The preliminary plat references two roadway easements per Anoka County half section maps <br />that run east -west across the northerly portion of the site. Title work should be prepared to verify <br />the status of these easements. If they are existing easements of record they will need to be <br />vacated or otherwise terminated. <br />Individual Site Development <br />Upon approval of the Rezoning and Development Stage Plans individual site development will <br />be reviewed in accordance with the adopted standards. The request for Site and Building Plan <br />approval for the Regent at Lino Lakes (buildings 6 and 7), previously reviewed by the Planning <br />& Zoning Board, has been removed from consideration at this time to allow for further <br />refinement and evaluation of potential uses. <br />City Advisory Board Reviews <br />Environmental Board The Environmental Board reviewed the proposed development on January <br />28, 2004 and recommended approval with recommendations to be incorporated into the site <br />landscaping and operation/maintenance agreement. Their comments are attached. <br />Park Board. The Park Board reviewed the proposed development on February 2, 2004. Staff <br />will continue to work with the Park Board during final design of the "community green" and <br />during review of the residential component of the development. <br />12 <br />
