Traffic generation by the proposed use is within capabilities of streets serving the <br />property subject to the roadway improvements proposed for the development and Lake <br />Drive. <br />Development Stage Plan Approval. <br />Staff makes the following findings with regard to the Development Stage Plan Review Criteria <br />as established in Section 2.8.d of the City's Zoning Ordinance: <br />1. The developer will be required to submit an Operation and Maintenance Agreement to <br />insure adequate property control is provided to protect the individual owners' rights and <br />property values and the public responsibility for maintenance and upkeep of the <br />development. <br />2. The proposed street improvements, including those proposed for Lake Drive, will not <br />create congestion or dangers and is adequate for the safety of the proposed project <br />residents and the general public. <br />3. Open space as required in the development standards is provided. <br />4. The architectural framework as provided for in the design standards will insure <br />compatibility with the surrounding area. <br />5. The drainage and utility system plans are being designed by the City's consulting <br />engineer and are in accordance with city requirements. <br />6. The developer will be required to submit a development schedule to insure a logical <br />development of the site which will protect the public interest and conserve land. <br />RECOMMENDATION <br />The intent of the rezoning to Planned Unit Development and the approval of the Development <br />Stage Plan is to establish the overall regulatory framework, unique to the development, while <br />allowing flexibility for individual site design. It is anticipated that modifications to building size, <br />number and placement will happen as the project develops. However, such modifications will be <br />subject to the requirements set forth in the Design Standards. <br />There are several steps in the process that will commence following approval of the rezoning and <br />Development Stage Plan. These include, but are not limited to, preparation and evaluation of <br />the public improvement feasibility study, financial analysis, operation and maintenance <br />agreement and the development agreement. These items will need to be completed and approved <br />in conjunction with the final plan approval. <br />Generally, the proposed development, is consistent with the original Calthorpe Master Plan and <br />Design Standards. The Hartford Group has been very receptive to design modifications to insure <br />a high quality development. There are some further changes and clarifications that need to be <br />incorporated into the final plan as suggested in this report. Additionally, design items such as the <br />streetscaping element will go through further modification and review as part of the Public <br />Improvement Design process. <br />14 <br />
