Although the proposed plat extends beyond the 40 acres, the areas outside of the <br />40 acres would be used only for stormwater ponding and open space. <br />The following is a summary of the of the proposal's density: <br />Gross Site Area 50 acres <br />Upland Area 38 acres <br />Total Lots 56 <br />Gross Density 1.12 units /acre <br />Net Density 1.47 units /acre <br />Growth Management: <br />MUSA Reserve: The comprehensive plan and the growth management policy establish a <br />specific number of MUSA acres for residential growth for stage one (prior to year 2010). The <br />area of the site to be built on is within the current MUSA. No MUSA reserve is needed. <br />Growth Management, Units /Year: The comprehensive plan and the growth management <br />policy establish a specific number of dwelling units of residential growth for stage one (prior to <br />year 2010). The goal is 147 per year. The City Council has the flexibility to exceed the limit by <br />20% (29 units) in a year without amending the comprehensive plan. <br />The goal for 2004 has been exceeded and the additional 20% also has been used. This means <br />that additional new development cannot be final platted in 2004. This applies to this project. <br />As seen in the table at the end of this report, 133 lots have been approved for year 2005. No <br />more than 43 lots could be allowed for year 2005 if other applications proceed. The "proposed" <br />
