However, they do not have a right to develop <br />in 2005 until they receive preliminary plat approval. <br />Lots: Minimum lot width is 80', minimum lot depth is 135'. All lots meet these requirements. <br />The minimum lot size in an R -1 zone is 10,800 sf, and this must be contiguous land. There are <br />several lots with non - contiguous upland areas. It is not clear that these lots would meet the area <br />requirement without the non - contiguous portion. This must be clarified for Lot 5, Block 1 and <br />Lot 4, Block 2. <br />In addition, several lots have house pads squeezed in very carefully. In and of itself, this is not a <br />problem. However, there are many wetland areas that require drainage and utility easements <br />around them. The subdivision ordinance requires an easement that extends at least ten feet <br />beyond a delineated wetland. Several house pads would be within the easement if the easement <br />were enlarged to meet this requirement. This must be re- examined by the developer on the plans <br />and the easements enlarged in several areas. For example, Lots 3 and 5, Block 1; Lot 4, Block <br />2; and Lot 6, Block 4. <br />As explained below, it would be possible to retain some greenway along the outer edges of this <br />site and make progress on the creation of a greenway corridor. This may require flexibility on <br />lot sizes. If the gain to the environment is worth it, lots that are somewhat smaller than the <br />minimum requirements would be justified flexibility. <br />Streets, Access, Parking: Fox Road is the only access point for this site. Extending Fox Rd. <br />as proposed would exceed the maximum cul de sac length of 500' unless a future <br />outlet /connection is included. Wetland extends to the east and south for more than 1000', so a <br />road cannot go in those directions. There is no possible additional connection on the west <br />because the existing homes of Reshanau Lake Estates South 4th Addn. (Hindsight shows that <br />Deerwood Lane should have been designed to provide a connection to the east at its southern end <br />instead of curving west into a cul de sac. This is no longer an option, however.) <br />The 500' radio tower on the north is likely to stay. The proposed road stub to the north of the <br />plat avoids the tower property. Land to the north of the stub does have on it several <br />communication facilities such as satellite dishes and the like, but nothing so imposing as the tall <br />tower. It is possible that a road could extend to the north where pictured if these facilities were <br />removed in the future. That area includes upland, though it is impossible to know how much <br />without a delination of that property. A "ghost plat" of the area shows it will be possible to fit in <br />a road and some lots. <br />Fox Road leads to Deerwood Lane and West Shadow Lake Drive. Both lead to Birch St. <br />Deerwood is a local street, West Shadow Lake Drive is a collector which runs from Birch St. to <br />6211d St., both of which are collectors. <br />The street names on the plat likely will be changed. Emergency service personnel have <br />expressed concern on other projects that have similar street names. It makes it difficult to locate <br />properties in an urgent situation. <br />
