Engineering Review of New Brighton Page 2 November 4, 2004 Kingdom Hall Jehovah's Witnesses Engineering Review Comments: 1. Provide to Lino Lakes City Engineer a copy of the report and mapping delineating wetlands on the parcel. Delineator must be Minnesota State certified. 2. Provide Lino Lakes City Engineer with a copy of the Anoka County Highway Access Permit with driveway requirement onto a County road. The City will need to review the Anoka County requirements and may have further requirements. 3. Plat: Easements are required along all property lines and over stormwater ponding areas including access provisions. As a minimum, a ten (10) foot easement along Lake Drive will be required. Side lot easements are generally five (5) feet wide and will be required. These easements may be expanded/modified based on potential modifications to the site plan(s). 4. Sanitary Sewer System: It is recommended that a minimum 6 -inch sanitary sewer service pipe or longer(if flows warrant it) into the building to prepare for future connection to a public regional system. It is unknown when (or if) a public sanitary sewer collection system will be installed in this area. • 5. • Proposed entrance driveway and parking lot are to be paved with plant -mixed bituminous pavement and delineated with concrete curb and gutter. Provide plan detail of these infrastructures that shall follow City standards. 6. Storm Sewer System: a. Strongly recommend that a catch basin(s) with storm piping system be used in the curbed parking lot prior to the proposed stormwater pond on the east side of the property and consequent to discharge into the Rice Lake Watershed complex. b. Stormwater calculations: A complete engineering review is included in the attached memo. 7. Erosion Control Issues: Erosion control fencing will be needed around the perimeter of the proposed church site. Erosion control is part of the RCWD permit process. 8. The Developer's Engineer needs to acquire a copy of the City of Lino Lakes Design Standards and Details. This can be obtained at City Hall offices through the City Engineer.
