Kingdom Hall, page 5 <br />ONVIRONMENTAL BOARD <br />The Environmental Board reviewed the project on October 27, 2004. The recommendations include limitations <br />on site lighting and associated noise; potential relocation of the septic system; adequate screening of shoreland <br />and adjacent residences; and instituting a rain garden area for water treatment. A memorandum of the Board's <br />recommendations is attached to this report. These comments are incorporated into this review and will be <br />conditioned or added to the development agreement when appropriate. The board also requested to see the <br />application and staff report again at a future meeting (January 26, 2005) to clarify some of their outstanding <br />issues prior to City Council approval. <br />CONDITIONAL USE PERMIT <br />Chapter 2 of the Zoning Ordinance includes the following standards for review of a Conditional Use Permit: <br />7. Standards. The Planning and Zoning Board shall recommend a conditional use permit and the Council <br />shall order the issuance of such permit only if it finds the following criteria have been met: <br />r <br />a. The proposed development application has been found to be consistent with the policies and <br />recommendations of the Lino Lakes Comprehensive Plan including: <br />1) Land Use Plan. <br />2) Transportation Plan. <br />3) Utility (Sewer and Water) Plans. <br />4) Local Water Management Plan. <br />5) Capital Improvement Plan. <br />6) Policy Plan. <br />7) Natural Environment Plan. <br />b. The proposed development application is compatible with present and future land uses of the <br />area. <br />c. The proposed development application conforms to performance standards herein and other <br />applicable City Codes. <br />d. Traffic generated by a proposed development application is within the capabilities of the City <br />when: <br />1) If the existing level of service (LOS) outside of the proposed subdivision is A or B, <br />traffic generated by a proposed subdivision will not degrade the level of service more <br />than one grade. <br />
