Kingdom Hall, page 7 <br />ublic, Educational, and Religious Buildings Standards <br />The R -1 (Single Family Residential) zoning district includes the following as a Conditional Use within the <br />district: <br />Public, Educational, and Religious Buildings. Public or semi - public recreational buildings and <br />neighborhood or community centers; limited to nursery, elementary, junior high and senior high schools; <br />and religious institutions such as churches, chapels, temples, mosque, and synagogues provided that: <br />a. Sideyards shall not be less than fifty (50) feet. <br />b. Adequate screening from abutting residential uses and landscaping is provided in compliance <br />with Section 3, Subd. 4.Q of this Ordinance. <br />c. Adequate off - street parking and access is provided on the site or on lots directly abutting directly <br />across a public street or alley to the principal use in compliance with Section 3, Subd. 5 of this <br />Ordinance and that such parking is adequately screened and landscaped from surrounding and <br />abutting residential uses and landscaping is provided in compliance with Section 3, Subd. 4.Q of <br />this Ordinance <br />OPTIONS <br />1. Approve the project. <br />411 2. Deny the project. <br />3. Return to Staff with direction. <br />RECOMMENDATION <br />Staff recommends approval of the project subject to the following conditions of approval: <br />1. The applicant must obtain a permit from the Rice Creek Watershed District prior to City Council approval. <br />2. Issues discussed in the City Engineer review memo must be addressed to his satisfaction. <br />3. The project must obtain a permit from Anoka County for any work in the Lake Drive right -of -way. <br />4. The applicant must submit revised building elevations depicting additional windows prior to this item <br />being heard at a City Council meeting. <br />5. The use of outdoor lighting for parking lots shall be turned off one (1) hour after closing, except for <br />approved security lighting. <br />6. All illuminated on- premise signs shall be turned off between 12:00 AM and sunrise. <br />7. The lighting plan must be revised to indicate the security and sign lighting, and to meet the foot candle <br />limitations of the zoning ordinance prior to this item being heard by the City Council. <br />8. Any trash storage will be required to be done within the proposed building, accessory shed, or some <br />other city approved storage area <br />
