Grochala <br />Jeff Smyser <br />December 2, 2004 <br />Page 2 <br />identify vehicles they have an interest in acquiring whereupon Auto Brokers will search <br />out and acquire those vehicles in truckloads, usually from Southern states. Consequently a <br />substantial portion of the vehicles acquired by Auto Brokers are pre -sold on a wholesale <br />basis to auto dealers. Those vehicles and additional in demand vehicles acquired by Auto <br />Brokers are then delivered to Auto Brokers' site for distribution to the auto dealers. Listings <br />of the acquired autos that were not pre -sold are distributed to the Twin Cities auto dealers <br />and those dealers typically purchase autos from those listings. Generally only one dealer <br />per day will come to the Auto Brokers' site to view autos. Truckloads of acquired vehicles <br />1� are unloaded on the site approximately 1 -2 times per month. While Auto Brokers has had <br />a very insignificant number of sales to retail customers, generally 4 % -7 %, it will <br />— discontinue X retail_ sales business on the site. All vehicles dropped at the site for re- <br />dis-tribution to the auto dealers will be kept indoors or in the fenced and screened yard <br />before they are cleaned, sent for repairs or shipped. Auto Brokers' business does not <br />involve outdoor sales. <br />It also seems apparent the "grandfathered" use of the premises for parking and <br />storage of vehicles would include Auto Brokers' short-term pre - distribution storage of <br />vehicles, albeit Auto Brokers' vehicles will not have the unsightliness of the contractors' <br />vehicles. <br />As Auto Brokers' use of the property appears to be both a permitted use and a <br />grandfathered use, we are unaware of any need to obtain a permit, license or variance <br />from the City. If, after our attempt herein to clarify Auto Brokers' business, you have any <br />questions, concerns or different conclusions please do not hesitate to contact the <br />undersigned. Auto Brokers has a need to complete its acquisition of the property quickly. <br />However, if you have any questions, concerns or different conclusions that you wish to <br />address with Auto Brokers we request that you include us on the agenda for the next City <br />Council Work Session which we understand is scheduled for one week from today, <br />Wednesday, December 8, 2004.
