Marshan Meadows 3 March 28, 2005 <br />City of Lino Lakes, Minnesota <br />site conditions and construction requirements. Any imported fill to the site must be approved by the <br />City Engineer. <br />Grading and Drainage <br />Drainage calculations were provided for the previous review, and comments were provided as follows: <br />• <br />• <br />1. An emergency overflow location and elevation must be provided and shown for the north infiltration <br />basin. This is necessary to ascertain that the low floor and low building opening elevations provided <br />meet requirements. Based upon the elevations provided on the plan, it would appear that the lowest <br />opening elevation on at least some of the housing units do not meet the minimum requirements. A <br />summary of the requirements are as follows: The lowest floor elevation must be at least 4 feet above <br />normal water elevations (including groundwater), and at least 2 feet above the project 100 -year <br />elevation. In addition, the lowest building opening must be at least 1 foot above the emergency <br />overflow elevation. <br />2. An application must be made to the Rice Creek Watershed District (RCWD), and a copy of the <br />application provided to the City. The plans shall therefore be subject to any further conditions and <br />requirements of the RCWD. Final approval by the City shall be conditional upon approval of <br />RCWD. <br />3. Proposed condition curve numbers shall use NRCS type "B" soil in all disturbed areas where NRCS <br />type "A" soils exist under existing conditions. <br />4. City rate control requirements provide that the proposed 1, 10, and 100 year discharge rates not <br />exceed the existing 1, 10, and 100 year discharge rates. The 1 and 10 year information must be <br />submitted. <br />5. The infiltration basins shall be planted with native grasses and plants. The City of Lino Lakes has a <br />specification for plantings which shall be referred to or included in the plans. <br />Utilities <br />The utility plans as provided are not considered to be complete for construction purposes. Pipe sizes, slopes, <br />profiles, construction details, etc. must be provided. Further comments will be provided upon the receiving <br />of full construction plans. <br />The proposed 8 -inch watermain for the proposed development is shown connecting directly to the end of the <br />12 -inch watermain crossing stub. A reducer and valve will be required at the connection point. However, in <br />consideration of possible future extension of main along the east side of Lake Drive, it is instead <br />recommended that the 8 -inch main be connected to a cross that also provides for future 12 -inch extensions to <br />the north and south as may be required in the future. <br />
