Fairview Clinic, page 2 <br />Prelimina and Final Plat <br />he plat drawings include the existing 1.72 acre Fairview Clinic property (Lot 1, Block 1 of The Village No. 1), <br />and the 1.1 acre City of Lino Lake's property (two parcels). The result of the plat will be the expansion of the <br />Fairview Clinic property to 2.19 acres, and the remaining 0.64 acres will be retained by the City until it is <br />needed for the on -ramp project. <br />As part of the Legacy at Wood's Edge project the City will be reconstructing Lake Drive to accommodate the <br />required street width. This reconstruction also includes a trail along the east side of Lake Drive. The city is <br />requesting that Fairview dedicate a 10 foot wide trail easement parallel to Lake Drive. <br />The appropriate drainage and utility easements are depicted on the plat and title commitments have been <br />forwarded to the city attorney for review. <br />Planned Unit Development <br />The proposed addition to the existing clinic is only required to obtain the conditional use permit for a Planned <br />Unit Development in order to allow the expansion to be moved closer to the right of way in keeping with the <br />spirit and intent of the development standards for the Wood's Edge project. Within the Limited Business <br />zoning district the setback for this type of addition would be 30 feet. The applicant is proposing a 9 foot <br />setback from Village Drive. Across the street the Wood's Edge project is requiring no more than 5 feet from <br />the right of way. <br />•3uilding Materials/ Elevations <br />The submitted elevations depict brick walls with cast stone capping in keeping with the existing construction. <br />The matching of old and new construction has been hidden with facade articulations whenever possible, and <br />entry treatments have been used on the north side to emulate those used for the main entry on the south side. <br />The main concern of staff at this point is the matching of brick color to the existing building and the transition <br />from existing brick to new brick. For the most part the proposed design hides the transition points from existing <br />to new brick, with the exception of the Lake Drive elevation. This transition point will be clearly the most <br />visible and is therefore is the most cause for concern. Staff is recommending a condition requiring that the <br />applicant match brick color as much as possible, and if the color difference is significant enough that some <br />architectural feature or embellishment be done on the Lake Drive elevation to hide the transition point in some <br />fashion. <br />Building Height <br />The applicant is proposing to limit the height of the addition to 14 feet, which is well below the 36 -foot <br />maximum allowed in the Limited Business zoning district. <br />Landscaping and Green Space <br />As the site is bound by right of way and commercially /mixed use property the landscaping requirements are <br />.minimal. The applicant has worked with Marty Asleson, the city's Environmental Coordinator, to make some <br />
